Minutes - San Leandro City Council Meeting - July 20, 1992 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> Mayor Karp commented that BART is using current parking stalls in <br /> Bayfair area, and upon completion of the Castro Valley station, parking <br /> load will be reduced in the Bayfair and BART lots, giving 150+ parking <br /> stalls. <br /> Mr. Weisbrod said he is not aware of any current transportation <br /> management plan. He said there is an attractive bridge over the flood <br /> control channel to provide access to BART, and they do plan on having <br /> a transit center. <br /> Mayor Karp invited .John Endicott of Westland to address the City <br /> Council . <br /> Mr. Endicott said the document that the Council is reviewing is the <br /> result of two years of work between Westfield Corporation, the City <br /> Attorney' s Office,• and City staff. He said this is a sophisticated <br /> package in terms of visualizing how a major regional mall can be <br /> developed through the next 20 years. He said the Development Agreement <br /> would give Westland assurance that they could proceed with expansion, <br /> and assures the City that any expansion will be constructed in <br /> accordance with the Agreement. He said the 20 year span is important <br /> because negotiations with major tenants can take up to five years, and <br /> processing approvals through cities can take from eight to ten years. <br /> He said the Development Agreement gives Bayfair a competitive edge in <br /> obtaining tenants. <br /> He spoke regarding fees and said the principle is that the fees that <br /> are applicable today would be those that are applicable when Westland <br /> does the work. <br /> He said the design-criteria package is important to the tenants because <br /> tenants, particularly major tenants, spend a lot of money on designs <br /> and advertizing, and with this criteria, the stores will see that they <br /> will be able to come in with their ideas. <br /> Mr. Endicott said security' is important to the successful -operation of <br /> a retail mall ; whose business is based 'on-tenants:and having customers. <br /> He said if customers are not happy, tenants may not want to stay there <br /> when their lease expires. He said his company always has a dialogue <br /> with the local police because it makes common sense. He said the <br /> function of Bayfair's security is to identify a problem and work out <br /> what resources are needed to deal with the problem, but it is not <br /> Bayfair's responsibility to become the police. He said Bayfair's <br /> security people are not armed, but are well equipped with bicycle <br /> patrols, walkie-talkie system, and telephone communications that can go <br /> directly to the police; they also have vehicle patrols and internal <br /> security, and have just instituted a new security-camera system on the <br /> roof. <br />
