• <br /> Minutes - San Leandro City Council Meeting - July 20, 1992 Page - 14 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Perry asked if Westland would be willing to add a <br /> Condition that the Bayfair security plan would be reviewed with the <br /> Police Department twice a year. Mr. Endicott said they are dealing <br /> with the local police on an almost daily basis now, and he expressed <br /> concern about having an open forum on security. He said even without <br /> conditions for security, the City has closed stores in the Mall in the <br /> past, and will not lose any of its powers in terms of policing, <br /> enforcing laws, etc. , under the Development Agreement. <br /> Council Member Perry said there is citizen perception of a crime <br /> . problem. She said perhaps in the future, to alleviate this stigma, the <br /> Mall may want to look at a citizens' committee to give a greater <br /> perception of what is really going on. She said the community is not <br /> aware of many of the activities sponsored by the mall , such as the <br /> Golden Key Club, Mall Walking, Grad Night and the Senior Escort <br /> • <br /> Program. <br /> Mr. Endicott said he feels Bayfair can do a better job of promoting <br /> that aspect of the Mall services. He said he is not certain how many <br /> people have a perception of crime in the Mall . He said the Mall is <br /> safe, there are no gang problems, and they will deal with these issues <br /> as they arise. <br /> The Hearing was then opened to the public. <br /> Richard Hancocks, Chairman of Ashland/Cherryland Business Study Task <br /> Force, said their project is very oriented towards public <br /> transportation and a modern form of urbanization along transportation <br /> corridors. He said the subject project has a poor orientation to <br /> public transit and BART, and seems to . turn its back to East 14th <br /> Street. He said it seems to be very inward oriented. He said if A.C. <br /> Transit changes bus service from diesel coach to electrified rail , it <br /> will not have the flexibility to reach the shopping center. He said it <br /> might be a consideration for the future to have the shopping center <br /> reach the East 14th Street frontage. <br /> ' Mayor Karp said he 'appreciates the 'fact•that -a :citizens' group is now <br /> working to improve the unincorporated area along East 14th Street. He <br /> said there are some buildings in that area that really need a face <br /> lift. He said he hoped people in the unincorporated area, Ashland in <br /> particular, will take the bull by the horns and start developing that <br /> property into a significant shopping area. <br /> Mr. Hancocks said it is the committee's intention to create an area <br /> that can survive independent of the ups and downs of the local economy, <br /> to be self sustaining. He said quite often private developers turn <br /> their backs to the need to be more oriented to public transportation, <br /> but it is the public sector' s responsibility to focus them back to a <br /> more long-term type of thinking. <br />
