Minutes - San Leandro City Council Meeting - July 20, 1992 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> Mr. Weisbrod said there will be certain Conditions as far as the design <br /> guidelines, parking, etc. , and these are set forth in the Development <br /> Agreement. He said the annual review is to see what improvements or <br /> expansion have •been made and to inform the Council of what action has <br /> been taken under the Development Agreement. <br /> Council Member Perry said the only place that security is addressed is <br /> in the Mitigation Measures in the Final EIR, Item D.4. She said we <br /> currently have a very good relationship with the Mall , with bicycle <br /> patrols, senior escort services, etc. , and have no problem with the <br /> current Westfield Corporation. She was concerned regarding successive <br /> ownership, and the ability for review by our Police Department. She <br /> said she would like the Conditions to provide that the Bayfair Mall <br /> security plan be reviewed with San Leandro Police Department at least <br /> twice per year. <br /> Council Member Kerr noted comments received at Planning Commission <br /> hearings by residents from Ashland and Cherryland, unincorporated areas <br /> immediately adjacent to this project, under the City's sphere of <br /> influence. He asked if City staff is working with the County <br /> organization relating to growth and progress. <br /> Mr. Weisbrod said the County is presently working on a Specific Plan <br /> for East 14th Street from 150th to Lewelling Boulevard and from <br /> Lewelling Boulevard to the Nimitz Freeway. He said their task force <br /> has been meeting regularly; he has been attending and intends to <br /> continue to attend these meetings. He said he has given them <br /> information on the Development Agreement and the plans for Bayfair <br /> improvements, and a representative from the task force will be <br /> addressing the City Council . <br /> Mayor Karp said the areas over which the City has a sphere of influence <br /> • are Castro Valley and Ashland, not Cherryland and San Lorenzo. <br /> Council Member Myers asked if the parking ratio would remain intact <br /> during buildout. Mr. Weisbrod said the parking area is phased with the <br /> —expansion, and .eventually, '.they- will run out of flat area -and will <br /> start constructing the parking structures. He said that will be <br /> closely monitored, based upon the gross useable area of the Shopping <br /> Center. <br /> Council Member Myers said the Planning Commission was concerned that <br /> the Police Department would not have control over anything inside the <br /> center. Mr. Weisbrod said the approval could be conditioned, and they <br /> would have to conform to the Conditions; but they are working very <br /> closely with our Police Department and will continue to do that. <br /> Council Member Myers asked if the binding arbitration provision was new <br /> in San Leandro. <br />
