Minutes - San Leandro City Council Meeting - July 20, 1992 Page - 9 - PUBLIC HEARINGS (continued) Mr. Weisbrod said there will be certain Conditions as far as the design guidelines, parking, etc. , and these are set forth in the Development Agreement. He said the annual review is to see what improvements or expansion have •been made and to inform the Council of what action has been taken under the Development Agreement. Council Member Perry said the only place that security is addressed is in the Mitigation Measures in the Final EIR, Item D.4. She said we currently have a very good relationship with the Mall , with bicycle patrols, senior escort services, etc. , and have no problem with the current Westfield Corporation. She was concerned regarding successive ownership, and the ability for review by our Police Department. She said she would like the Conditions to provide that the Bayfair Mall security plan be reviewed with San Leandro Police Department at least twice per year. Council Member Kerr noted comments received at Planning Commission hearings by residents from Ashland and Cherryland, unincorporated areas immediately adjacent to this project, under the City's sphere of influence. He asked if City staff is working with the County organization relating to growth and progress. Mr. Weisbrod said the County is presently working on a Specific Plan for East 14th Street from 150th to Lewelling Boulevard and from Lewelling Boulevard to the Nimitz Freeway. He said their task force has been meeting regularly; he has been attending and intends to continue to attend these meetings. He said he has given them information on the Development Agreement and the plans for Bayfair improvements, and a representative from the task force will be addressing the City Council . Mayor Karp said the areas over which the City has a sphere of influence • are Castro Valley and Ashland, not Cherryland and San Lorenzo. Council Member Myers asked if the parking ratio would remain intact during buildout. Mr. Weisbrod said the parking area is phased with the —expansion, and .eventually, '.they- will run out of flat area -and will start constructing the parking structures. He said that will be closely monitored, based upon the gross useable area of the Shopping Center. Council Member Myers said the Planning Commission was concerned that the Police Department would not have control over anything inside the center. Mr. Weisbrod said the approval could be conditioned, and they would have to conform to the Conditions; but they are working very closely with our Police Department and will continue to do that. Council Member Myers asked if the binding arbitration provision was new in San Leandro.
