Minutes - San Leandro City Council Meeting - August 3, 1992 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> John Vargas, 872 Portola Drive, said he owns rental property, which is <br /> a duplex, and he must pay a Business License Fee for the duplex rental <br /> property. He said he feels this is unfair because the owners of <br /> single-family dwellings that are rented out do not have to pay a <br /> Business License Fee. <br /> Mayor Karp said a number of years ago, when the City was establishing <br /> Business Licenses on apartment complexes, the real estate people <br /> insisted that fees also be established for duplexes. <br /> John Jermanis was directed to report back on this matter. <br /> John Jermanis noted there was only one delinquent Business License Fee <br /> for 933 Manor Boulevard. He said the other property had paid. <br /> The Hearing regarding Business License Fees was then opened to the <br /> public. <br /> There being no further comments from the public, on motion of Council <br /> Member Faria, seconded by Council Member Polvorosa, and carried <br /> unanimously, the Public Hearing regarding Business License Fees was <br /> closed. <br /> The following Resolution was then introduced: <br /> - Resolution No. 92-228, Resolution Confirming Report of the Finance <br /> Director and Imposing a Lien for Non-Payment of Business License <br /> Fees, List No. 92-2 (authorizes the City to forward tax liens to <br /> Alameda County for assessment on the 1992-93 tax rolls for unpaid <br /> Business License fees) . (1203) <br /> Introduced by Council Member Polvorosa, who moved its adoption, <br /> seconded by Council Member Kerr, and carried by the following called <br /> vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, <br /> Polvorosa; Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> 2. Report of the Development Services Department - Imposing Liens for <br /> Non-Payment of Weed Abatement Charges. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Joann Scilley, Community Standards Coordinator, said the matter <br /> before the City Council is a request for approval to lien properties <br /> for non-payment of weed-abatement charges. She said the City Ordinance <br /> prohibits the accumulation of weeds on property, which is based upon <br /> State law. She described the noticing process and appeal procedure <br /> involved in weed abatement. She said the City Council had before them <br />
