He <br /> said he has been working with this account for some time and noted that <br /> the property has a sump which goes directly into the sewer and, <br /> therefore, their charges are quite high; but he said the property owner <br /> has done nothing to solve the problem. <br /> Mr. Jermanis said refuse service can be stopped until delinquent bills <br /> are paid, sewer service cannot. He said Will 's Family Favorites <br /> brought bring in paperwork today which will be reviewed by the <br /> Treatment Plant and the bill adjusted if appropriate. <br /> Council Member Kerr asked if residential sewers were automatically on <br /> the tax bill . Mr. Jermanis said they were. <br /> Council Member Kerr asked what the City's policy was on paying garbage <br /> service on a vacant house. He said his son had tried to stop service <br /> on a vacant house and was told he could not. Staff said they would <br /> prepare a report. <br /> Council Member Polvorosa asked why Wells and Bennett had two separate <br /> charges. Mr. Jermanis said one was for garbage service and one was for <br /> sewer service. <br /> The Hearing regarding Refuse and Sewer Service Charges was then opened <br /> to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Polvorosa, seconded by Council Member Myers, and carried unanimously, <br /> the Public Hearing regarding Refuse and Sewer Service Charges was <br /> closed. <br /> The following Resolution was then introduced: <br /> - Resolution No. 92-227, Resolution Confirming Report of the Finance <br /> Director and Imposing a Lien for Non-Payment of Refuse and/or Sewer <br /> Service Charges, List No. 92-1 (authorizes the City to forward tax <br /> liens to Alameda County for assessment on the 1992-93 tax rolls for <br /> unpaid refuse/sewer charges) .
