Minutes - San Leandro City Council Meeting - August 3, 1992 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> He said the architect will revise the end elevation facing the Long's <br /> parking lot as part of the Precise Development Plan to improve the <br /> appearance and add articulation. He said the Planning Commission <br /> recommended approval . <br /> Mayor Karp asked if there would be any problems with vehicular sight <br /> distance at the driveway exiting onto Chumalia. Mr. Penaranda said <br /> this matter has been reviewed by the Traffic Engineer and the sight <br /> distance is adequate. <br /> Council Member Corbett asked if there would be problems with the <br /> driveway that opens across from the Long's parking lot. Mr. Penaranda <br /> said the driveway would be a one-way-exit driveway only. He said the <br /> other driveways would be two-way exits. <br /> Council Member Corbett expressed concern regarding parking spaces. She <br /> said there are parking shortages in the area. Mr. Penaranda said the <br /> parking requirement was for 2.25 spaces per unit; there would be 25 <br /> parking spaces, which included 2 spaces per unit and 3 visitor spaces. <br /> In response to a question from Council Member Corbett, he said parking <br /> was not coordinated with the Parking Committee, but the street is <br /> posted for two-hour parking and should keep employees from Long's and <br /> other businesses from parking on the street. <br /> Council Member Corbett asked how this development would tie in with the <br /> future creek-walk development. Mr. Penaranda said property owners will <br /> be made aware of the potential for the development of the creek. <br /> Council Member Perry said she concurred that the two-hour, on-street <br /> parking was necessary in the area. <br /> Mayor Karp reiterated that he felt there might be a problem with sight <br /> distance coming out of the driveway. Mr. Penaranda said this matter <br /> would be discussed with the Traffic Engineer, and they could look into <br /> putting in a red zone immediately adjacent to the driveway. <br /> City Council discussed the pros and cons of having the two-hour parking <br /> on the street and said some residents are in favor of it but some <br /> oppose it. They concluded that the two-hour parking would remain but <br /> could be changed in the future if needed. <br /> Gordon Lu, the Applicant, and Terry Townsend, the Architect, said they <br /> concurred with the staff report. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Kerr, seconded by Council Member Myers, and carried unanimously, the <br /> Public Hearing was closed. <br />
