Minutes - San Leandro City Council Meeting - August 3, 1992 Page - 5 -
NEW BUSINESS (continued)
Dennis Smith, Director Recreation-Human Resources Director, said the
primary use of the Park now would be for open space.
Staff was directed to modify the Agreement and send it to the Mulford
Gardens Improvement Association for approval .
Larry Norry, President of the Mulford Gardens Improvement Association,
asked what this meant to the term of the Lease.
Steve Meyers, City Attorney, said the term would still be 20 years, but
either party to the Agreement can terminate the Lease after 1 year with
6 months' notice.
The following Resolution was then introduced and approved as amended:
Resolution No. 92-223, Resolution Approving Lease Agreement Between the
City of San Leandro and the Mulford Gardens Improvement Association for
Mulford Park (provides for the renewal of the City's 20-year lease of
the Mulford Park property) . (1974)
Introduced by Council Member Myers, who moved its adoption, seconded by
Council Member Faria, and carried by the following called vote:
AYES: Council Members Corbett, Faria, Myers, Perry, Polvorosa;
Mayor Karp ( 6 )
NOES: Council Member Kerr ( 1 )
ABSENT: None ( 0 )
6D. Resolution Approving Subgrantee Agreement with Eden Council for Hope
and Opportunity (ECHO) Fair Housing and Tenant Landlord Counseling
(provides documentation of services to be performed by ECHO on behalf
of the City) .
Mr. Lastiri , who had requested this matter be removed from the Consent
Calendar, asked if ECHO conducts rental mediation for mobilehome
associations.
John Klein, Housing Coordinator, said ECHO works with property owners
and tenants to come up with voluntary solutions to problems.
Marjorie Rocha, Program Director for ECHO, said ECHO has experience
with mediation in general , but they do not specifically work on
mobilehome parks. She reiterated that they mediate problems between
tenants and landlords, not mobilehome parks in general .
