Ordinance No. 92-017, An Ordinance Reclassifying Certain Property <br /> Herein Described as to Zoning District and Amending the Zoning Map (A- <br /> 88-18) , 1001 to 1147 Davis Street and 1223 Orchard Avenue (provides for <br /> rezoning 1001 to 1147 Davis Street and 1223 Orchard Avenue from R-1 , R- <br /> 2, and R-3 [Residential ] District to P [Professional ] District and <br /> amending the Zoning Map, as approved at the Public Hearing on April 20, <br /> 1992) . (1024) <br /> Introduced by Council Member Faria, who moved that it be passed to <br /> print, seconded by Council Member Myers, and carried by the following <br /> called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> 8. PUBLIC HEARINGS <br /> A. Matter of City's 1992-93 Appropriation Limit. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, said the California <br /> Constitution requires that the City hold a Public Hearing each year <br /> setting an appropriation limit. He said each year a spending limit is <br /> established based upon certain changes that occur. He said the base <br /> year is 1986-87 and the rate of growth since 1986-87 amounts to 125%. <br /> He said the expenditure limit is now $45,000,000, less Enterprise <br /> Funds, etc. , and the City' s appropriation limit is under that amount by <br /> $20,735,952. He said the calculations conducted by the Finance <br /> Department are reviewed each year by the City's independent auditor. <br /> Council Member Myers asked if the amounts reflect the budget shortfall . <br /> Mr. Jermanis said they do, and the amount is being made up through the <br /> use of reserves. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Faria, seconded by Council Member Polvorosa, and carried unanimously, <br /> the Public Hearing was closed. <br />
