She said she has been told the developer <br /> would be willing to work with San Leandro on some of the issues, but <br /> she did not see any evidence of this in the video tape. <br /> Council Member Myers concurred with Council Member Corbett. He said <br /> the community has asked for involvement in this project. He said the <br /> project will cause a major traffic impact. He asked what the City <br /> could do at the Public Hearing and what would happen after it. <br /> Steve Meyers, City Attorney, said the results of the Public Hearing <br /> would be communicated to the Oakland Planning Commission or City <br /> Council . He said the City of San Leandro has no direct jurisdiction <br /> but could communicate its concerns. <br /> Council Member Perry questioned the time line. She said this matter <br /> will be before the Oakland Planning Commission soon. She said San <br /> Leandro requested that a number of conditions be placed upon the <br /> project and asked if there is a meeting planned to discuss some of <br /> these impacts with the developer. <br /> Mike Oliver said the Planning Commission' took a straw vote at its last <br /> meeting, and a meeting has been scheduled for a formal vote. He said <br /> the developer has contacted San Leandro to discuss possible mitigation <br /> compensation, particularly in the area of traffic. He said the Oakland <br /> Planning Commission did not impose any traffic mitigation requirements. <br /> He said its action was to pursue mitigations that are typically <br /> required by Oakland, but Oakland does not have a DFSI or park-land in- <br /> lieu requirement. He said staff would be discussing the possibility of <br /> payment of those fees to San Leandro with the developer. <br /> Council Member Kerr stated he heard Oakland is not concerned about San <br /> Leandro issues since the project is entirely within Oakland's <br /> boundaries and they do not have DFSI or park-land in-lieu fees. He <br /> said he is concerned about traffic and drainage, and mitigation of <br /> those issues should be pursued. He said he favors a Public Hearing. <br /> Council Member Faria said he would like to see a meeting arranged <br /> between staff and the developer before a Public Hearing. He said he <br /> does not think the Council would hear anything that the Oakland <br /> Planning Commission has not already heard. He said he would like to <br /> see what staff could come up with first and get a report on that, then <br /> see if a Public Hearing is needed. He said there are two issues, <br /> traffic and drainage. He said if the developer is providing enough <br /> parks, San Leandro wouldn't impose a park condition. He said the <br /> Council should wait until staff meets with the developer and see what <br /> kind of deal they can get for San Leandro. <br />
