She said the <br /> Oakland Planning Commission meeting is scheduled for September 16 and, <br /> if appealed, the matter would probably go before the City Council in <br /> early October. She said she wants to give everyone an opportunity to <br /> be heard. She said 185 conditions were presented to the Planning <br /> Commission, and they discussed those with which the developer did not <br /> agree. She said San Leandro's questions were discussed, and the <br /> developer had an opportunity to agree with them. She said a Public <br /> Hearing would not hinder the developer. <br /> Council Member Faria said there are only four San Leandro conditions, <br /> and staff can negotiate those with the developer. <br /> Council Member Corbett said the City Council has been asked to allow <br /> the community to comment on the project and, although San Leandro has <br /> no jurisdiction over the project, the Council could allow comments. <br /> Council Member Faria said he did not feel the City Council would hear <br /> anything new and said the City Council is already familiar with the <br /> project. <br /> John Bailey said there were some areas not covered by the City of San <br /> Leandro and read a list of condition numbers that he felt should be <br /> addressed. He said he is interested in commenting on impacts in San <br /> Leandro which would adversely affect the quality of life which have not <br /> been addressed by staff. <br /> Council Member Perry asked if the community could communicate to the <br /> Council , in writing, the conditions that need to be addressed so staff <br /> could discuss the issues with the developer. <br /> Mayor Karp suggested that the Dunsmuir Alliance meet with the City <br /> Attorney and staff so staff can communicate their concerns to the City <br /> of Oakland and to the developer. <br /> Council Member Perry said, since the time line is so short, it would be <br /> difficult for the City to hold a Public Hearing before September 21st. <br /> She said, since time is of the essence, the Dunsmuir Alliance should <br /> meet with staff. <br /> Mr. Bailey said 20 people providing technical expertise cannot give the <br /> City Council the impact of a Hearing for the community. He felt the <br /> City Council did not have a sense of the way the community feels about <br /> this project, and the Council needs to see there is support for <br /> meaningful opposition, not just four conditions that are being thrown <br /> to them by Oakland. He said there are at least eight more conditions <br /> that should be recognized, including the access road from the west and <br /> the visual impact. <br />
