On motion by Council Member Corbett, who moved <br /> its approval , seconded by Council Member Myers, and carried by the <br /> following called vote, the City Council directed staff and the City <br /> Attorney to meet with the Dunsmuir Alliance and the developer, prior to <br /> September 14th, and try to achieve mitigations requested by the City of <br /> San Leandro by the 14th or the 16th of September. If the mitigations <br /> are not agreed to, the City Council will hold a Public Hearing on the <br /> matter on September 21st. <br /> AYES: Council Members Corbett, Kerr, Myers, Perry, Polvorosa ( 5 ) <br /> NOES: Mayor Karp and Council Member Faria ( 2 ) <br /> ABSENT: None ( 0 ) <br /> Council Member Corbett said that, at the last Work Session, June <br /> Catalano had suggested the use of an outside consultant to review the <br /> visual impact of the project and to give the City Council some <br /> direction. Council Member Corbett concurred in this recommendation. <br /> She said it would cost $2,000 and asked if the other Council Members <br /> felt this should be done. <br /> There were no comments from the City Council . Mayor Karp said the City <br /> has financial problems, and he did not want to spend $2,000. Council <br /> Member Corbett said she was aware of the City's financial situation. <br /> She said she felt this would be a cost-effective measure, and the <br /> potential impacts from the project far outweigh the $2,000 cost for a <br /> consultant. <br /> B. Lou Filipovich spoke regarding the City Budget Bulletin. He said he <br /> thinks it is a good idea, and he likes the goal to open up <br /> communication. He also discussed revenue sources, a newspaper article <br /> regarding special districts, zero budgeting, and the proposed citizens <br /> committee. <br /> C. Anna Joe spoke regarding squirrels in the Marina area. She objected to <br /> any proposed poisoning of the squirrels and said it would be dangerous <br /> to people, dogs, and turkey vultures. She asked the City Council to <br /> look for alternative measures. <br /> D. Dr. Elliott Katz, President of In Defense of Animals, expressed concern <br /> regarding the proposed poisoning program. He said his organization met <br /> with the City of Richmond regarding ground squirrels and was able to <br /> develop an alternate plan by hiring a landscape architect to design a <br /> barrier to keep the squirrels away from people. The members of his <br /> group donated $3,000 to the project. He said he was concerned that a <br /> poisoning program might be starting this week. <br /> Mayor Karp said the program had been put off. He asked Dr. Katz to <br /> meet with staff to discuss alternatives. Dr. Katz asked if there was <br /> a time frame he could work within. <br />
