Minutes - San Leandro City Council Meeting - September 21, 1992 Page - 16 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Kerr asked if Measure K provided money specifically to <br /> buy this property. Mr. Pimentel said there was a list of properties <br /> that were the original reason for Measure K, and Dunsmuir was one of <br /> them. He said the developer didn't want to sell , so the funds were <br /> used on other projects, but more Measure K money will become available <br /> and could be used for this property. <br /> Doug Talmage, 948 Alice Avenue, licensed civil engineer, said he was <br /> there to clarify what the City Council 's goals should be in altering <br /> the project. He said he was against access to the project and said <br /> there is a more feasible route to access the project is through the <br /> Lake Chabot Golf Course. He said he had arranged a field trip with the <br /> developer and staff from the Cities of Oakland and San Leandro. He <br /> said none of the Oakland Planning Commissioners attended, but he <br /> videotaped the route and gave it to ' the Commissioners. He said a <br /> single access to the project is possible, depending on the location. <br /> He said the Oakland Planning Commission directed the developer to keep <br /> development off 30% or steeper slopes for the houses, but the road <br /> crosses 100% slopes. He said the route he proposes is not in the EIR <br /> but is superior. He said when he attended the Planning Commission <br /> hearing, he reminded the Commission that the developer had agreed to <br /> study the alternate route, but the Chairman denied the request. He <br /> asked the Council to highlight this so the Planning Commission will <br /> look at golf course access. <br /> Council Member Myers asked if Mr. Talmage knew why the Commission and <br /> developer did not look at this. Mr. Talmage felt it was purely <br /> political because people don't want the golf course disturbed. He said <br /> his proposed access is through an unused ravine, and the developer was <br /> amazed at the feasibility and paid for extra time for Mr. Talmage to <br /> present this to the Commission. He said he thinks the developer hasn't <br /> pursued it because they see a political obstacle to the City of <br /> Oakland. He said Sheffield Village is the only Oakland community <br /> opposing the proposed route. <br /> Council Member Perry asked if the currently proposed access road would <br /> empty into San Leandro. Mr. Talmage said this was correct. He said <br /> Cramden Way's existing fire road could be paved as an emergency access <br /> road in the event the golf course access is unusable. He said the <br /> Hayward Fault crosses the proposed road and is a greater threat than <br /> the Chabot Fault which runs through the golf course. <br /> Council Member Corbett asked who owns the ravine. Mr. Talmage said he <br /> thought the Oakland Park District. <br /> Mayor Karp said the City of Oakland probably owns the ravine. <br /> Council Member Corbett asked if the route across the front of the <br /> hillside seemed very expensive and was his proposed route a less <br /> expensive. alterative. Mr. Talmage said the developer stated that was <br /> the advantage to his route. <br />
