Minutes - San Leandro City Council Meeting - September 21, 1992 Page - 17 -
PUBLIC HEARINGS (continued)
Council Member Kerr asked if San Leandro staff is aware of this
proposal and if they presented it to Oakland. Mr. Talmage said they
have presented it.
June Catalano, Development Services Director, said the idea has been
rejected by the City of Oakland.
Mayor Karp asked if Mr. Talmage was aware that, when Oakland Scavenger
owned a portion of the land in the 70's, his route was considered for
the project.
Susan Riskind-Poulsen, Broadmoor Neighborhood Association Board and
Head of North Area Business Development Task Force, 182 Sunnyside
Drive, said, while distributing the North Area Market Survey in the
Broadmoor Area, she talked to many of her neighbors, and she is
reviewing the survey results. She said it is clear that people who
live in the North Area are against the project and would support a
lawsuit or some kind of action on the part of the City Council to end
the development or make sure the mitigations are addressed. She said
the survey responses so far show concern for safety issues and the
impact of budget shortfalls. She said it is clear the project will
cause economic loss to San Leandro through picking up services, and the
shortfall will be taken from Police, Library, and other services the
community deems important. She asked the City Council to be responsive
to those concerns and do whatever is necessary to address the
mitigations that should be made to the City of San Leandro.
Council Member Perry asked if she has surveyed any of the businesses on
their feelings related to sales tax gain. Ms. Ruskind-Poulsen said she
talked to a lot of businesses and they hope they would get increased
business, but they are skeptical that the amount of business coming
into the area would be offset by the costs. She said the City should
be concerned and should be building up the existing retail base instead
of shoring up costs of putting in this development.
John Fulper, Member of the Dads' Club of Roosevelt and Bancroft
Schools, 587 Lewis, said 341 homes would add 100 to 200 more children,
who, he assumes, would attend Roosevelt and Bancroft. Mayor Karp said
they would not. Mr. Fulper said he would be willing to vote on a bond
issue or pay extra taxes to keep the property open land. He said the
property itself and the views from the property are beautiful , and he
would be willing to pay more to keep it.
Mayor Karp noted the Oakland Planning Commission works for the City
Council of Oakland, not the City Council of San Leandro. He said one
of our biggest concerns should be the impact the project will have on
San Leandro's streets.
