Minutes - San Leandro City Council Meeting - September 21, 1992 Page - 18 - <br /> PUBLIC HEARINGS (continued) <br /> George Piperis, 325 Beverly Avenue, said the Dunsmuir process has been <br /> quite lengthy, and the City Council should dwell on what they can do <br /> rather than what they cannot do. He said the City Council must utilize <br /> its energy to counteract the negative impacts of the Dunsmuir project. <br /> Council Member Corbett asked how he feels from the perspective of a <br /> North Area business owner. Mr. Piperis said the intersection is <br /> difficult, it is hard to get in and out of the parking lot, there are <br /> problems with the freeway ramps, and it is dangerous for employees to <br /> park across the street. <br /> Paul Merrick, Sheffield Village, Member of the Dunsmuir Ridge Alliance, <br /> and a San Leandro Business Owner„ said the City Council 's strong <br /> support of the community is important on this issue. He said the <br /> Dunsmuir process has been a political process rather than a planning <br /> process, and it was not planned by staff in either City. He said San <br /> Leandro citizens will pay the price for the development. He said there <br /> is no Specific Plan for Dunsmuir, and zoning and circulation elements <br /> are outdated. He said three new Oakland Council members take office in <br /> 1993, all of whom have stated opposition to the project. He said a <br /> decisive and strong position by San Leandro can make a difference. <br /> Vern Hesseltine, 715 Dutton Avenue, Member of the San Leandro Planning <br /> Commission, thanked the City Council for its actions to this point on <br /> this project. He said residents of the area have very serious <br /> concerns. He said this project will affect all of San Leandro. He <br /> said no other city would consider the project because other cities have <br /> hill ordinances that would not allow construction on the upper third or <br /> ridge tops. He said Oakland does not have ordinances that protect the <br /> hills; this project wraps itself from the ridgetops, down, and <br /> perspectives in the EIR are not accurate. He said the EIR was put <br /> together carelessly, with callous ideas. He said he feels the Peralta <br /> Oaks extension to the southerly entrance of Dunsmuir will never be <br /> built and, if it is not, the premise related to traffic circulation is <br /> not valid, and 100% of the traffic will come through San Leandro at San <br /> Leandro's cost. <br /> Mayor Karp said he is concerned regarding the negative impacts on San <br /> Leandro streets and the fact that San Leandro is not receiving any <br /> funding. He noted San Leandro does not have much control over what <br /> Oakland designs, but the EIR must show impacts of traffic through San <br /> • Leandro, and he'd like to hear more on the effect it will have on San <br /> Leandro streets so those concerns can be expressed to Oakland and we <br /> can tell them we need mitigation. <br /> Council Member Corbett asked Mr. Hesseltine, if this project were in <br /> San Leandro, what types of mitigations does he feel the Planning <br /> Commission would require? <br />
