Minutes - San Leandro City Council Meeting - September 21, 1992 Page - 19 - <br /> PUBLIC HEARINGS (continued) <br /> Mr. Hesseltine said they would require all mitigations originally in <br /> the EIR related to traffic in San Leandro, but Oakland has removed all <br /> those mitigations. He said the San Leandro Planning Commission would <br /> also look at impact on parks, recreation, library, and schools. <br /> Council Member Kerr asked about drainage problems when streets are <br /> paved. <br /> Mr. Hesseltine said one of the mitigations is to install a new storm <br /> drain on Fortuna, which is still a required mitigation, but there is a <br /> question in the final EIR as to the requirement. If there are fewer <br /> houses, the requirement may be eliminated. <br /> Toni Reynolds, President of the Estudillo Homeowners Association, 880 <br /> St. Mary Avenue, said her Association has opposed the project for the <br /> last five years and is extremely concerned regarding traffic. She said <br /> it is projected that 57% of the 2,500 trips per day will come through <br /> San Leandro, but it will probably be 95% to 100% if the Peralta Oaks <br /> extension is not built. She said the extension may not be built <br /> because there's a 62-million-gallon reservoir underneath the earthen <br /> dam, and the integrity of the dam could be in question. She said the <br /> Dutton/MacArthur intersection is dangerous at times, and it is almost <br /> impossible to turn left onto Dutton from MacArthur. She said there <br /> should be left-turn-only lanes there. She said residents of her <br /> Association are upset now about traffic using Juana and Joaquin, and <br /> this project will also add traffic to Glen, Begier, and Oakes. She <br /> said the project will be visible from all over San Leandro. She said <br /> her Association urges the Council to take a strong stand and oppose the <br /> project now. <br /> Christine Scobee, 495 Fortuna Avenue, said quality of life is what <br /> people seek out in San Leandro. She said she is concerned regarding <br /> LOS traffic impacts and traffic in-lieu fees. She said quality of life <br /> cannot be traded for in-lieu fees. She said the City Council can do a <br /> number of things, such as meeting with residents at homeowners <br /> association meetings and hearing concerns; meeting with the Dunsmuir <br /> Ridge Alliance and asking questions of them; calling the Oakland City <br /> Council members and lobbying for open space, which is what the people <br /> of San Leandro want; meeting with Oakland City Council members; <br /> exploring legal options; making sure the EIR is accurate and complete <br /> and challenging it if it is not; and looking at the quality of life at <br /> the Estudillo/MacArthur intersection. <br /> Council Member Perry asked, since Ms. Scobee lives on Fortuna and the <br /> issue of drainage has come up, what are the drainage problems now. Ms. <br /> Scobee said there are no flooding problems now and the drainage is <br /> adequate to serve San Leandro residents, but will not be if Dunsmuir is <br /> built. <br />
