Minutes - San Leandro City Council Meeting - September 21, 1992 Page - 20 - <br /> PUBLIC HEARINGS (continued) <br /> John Bailey, Licensed Civil Engineer Practicing Structural Engineering, <br /> 495 Fortuna Avenue, said the San Leandro City Attorney sent the Oakland <br /> City Attorney a letter, proposing to modify Condition #28 related to <br /> acquisition of EBMUD property to install the Peralta Oaks extension by <br /> forcing the developer to submit the roadway plan to the California <br /> Division of Dam Safety. He said the letter falls short and does not <br /> describe what the Division of Dam Safety is to do with the plan in <br /> terms of review, related to the underground reservoir. He said there <br /> are no lateral calculations, and the reservoir is not expected to <br /> survive a maximum credible earthquake. He said concern should be <br /> whether the structure can withstand a strong earthquake regardless of <br /> the proposed road extension. He said an analysis of the reservoir <br /> should be made, and the Division of Dam Safety should set criteria for <br /> analysis. He said specific language should hold the developer <br /> responsible for risks associated with planning for vehicle access <br /> during an earthquake, and Oakland should require the developer to make <br /> upgrades to the reservoir.. He said there is widespread support for <br /> open space. <br /> John W. Carlson, 721 Joaquin Avenue, said, as a fire fighter for 11 <br /> years, and in light of the Oakland fire, it is unconscionable for <br /> Oakland to consider this project. He said the project will be a <br /> blight, and San Leandro should not be forced to subsidize it. He said <br /> traffic is already very busy in the area. He encouraged the City <br /> Council to champion citizens concerns to Oakland. <br /> Mike Greenslade, 537 Superior Avenue, said San Leandro has spent a lot <br /> of time and money on North Area Redevelopment, but this project will <br /> overshadow the area and is ugly. He said the voters are upset and <br /> would like the City to act on their behalf to take care of this <br /> situation. <br /> Don Cobb, 442 Beverly Avenue, urged the Council to protect the charming <br /> and. livable neighborhoods. He said street widening is not an <br /> enhancement to the neighborhood, and he is concerned that part of San <br /> Leandro will become like the older areas of Hayward where every street <br /> is an active cross street. He said San Leandro lives with the hillside <br /> more than Oakland does, and roads will be scars on the hillside. He <br /> noted there are two 500-year-old oak trees which are in jeopardy. He <br /> asked the City Council to become more aggressive with Oakland. <br /> Dennis Reid, Representing Bay-O-Vista Improvement Association, 2088 <br /> Hillside Drive, 2088 Hillside Drive, said the members are concerned <br /> regarding use of San Leandro parks and schools by non-San Leandro <br /> residents. He said there are many problems in addition to traffic, and <br /> the Council should shift from developing the best fiscal deal to trying <br /> to thwart the project and protect the quality of life. He urged the <br /> Council to get away from the concept of mitigation and think more of <br /> the concept of injunctions. <br /> • <br />
