Minutes - San Leandro City Council Meeting - September 21, 1992 Page - 21 - <br /> PUBLIC HEARINGS (continued) <br /> William J. Wasson, 710 Arbor Drive, said he has been looking at the <br /> hill from his backyard since 1928, and it's a lovely hill , but he has <br /> no legal right to the view. He said, however, there are issues that <br /> can be addressed, such as construction access-permits that only San <br /> Leandro can issue. He said Oakland is dumping their problems on San <br /> Leandro. He said the issue of police and fire mutual aid is not viable <br /> because San Leandro are the only ones who can provide it, and Oakland <br /> does not have to provide anything. He said an injunction and the legal <br /> process is the only way to deal with the situation. <br /> Barbara Azad, 621 Begier Avenue, said she was attracted to this area <br /> because it is an established area. She said the City Council needs to <br /> know that the community is saddened by the project, the beautiful view <br /> will be destroyed, and the traffic will be detrimental to the quality <br /> of life. <br /> Kai Bender, President of Creekside Neighborhood Association, 261 Begier <br /> Avenue, said he sees no pluses in this project, but sees big money <br /> interests behind it. He said he is not willing to mortgage the future <br /> with questionable development. He said the City Council should focus <br /> on what can be done. He said he attended several meetings in Oakland, <br /> but it doesn't seem to make an impact on them, and more drastic, legal <br /> action should be taken. <br /> Kathleen Glaub, 1050 Lee Avenue, said she came to San Leandro for the <br /> sense of community and quality of life. She said this project has no <br /> positives, only negatives from traffic, school , and neighborhood <br /> standpoints. She requested that the Council do whatever is possible to <br /> oppose the project and represent their constituents, including taking <br /> legal action if necessary. <br /> Mark C. Behning, 725 Joaquin Avenue, urged the City Council to oppose <br /> the project. He said it would be a large financial burden to San <br /> Leandro, which the City cannot afford to subsidize. He urged the <br /> Council to be as aggressive with Oakland and the developer as possible. <br /> There being no further comments from the public, on motion of Council <br /> Member Kerr, seconded by Council Member Faria, and carried unanimously, <br /> the Public Hearing was closed. <br /> Mayor Karp recommended to the City Council that the City of San Leandro <br /> become an appellant against the project to the City of Oakland. <br /> Steve Meyers, City Attorney, said the City Council has instructed staff <br /> to do everything necessary to participate in the planning process with <br /> the City of Oakland. He said this has involved hundreds of hours in <br /> reviewing documents, attending Planning Commission meetings, <br /> corresponding with the developer and Oakland staff, and listening to <br /> concerns of residents. He said the Mayor's recommendation to appeal • <br /> would be a continuation of the City Council 's previous instructions. <br />
