Minutes - San Leandro City Council Meeting - November 9, 1992 Page - 2 - <br /> PUBLIC COMMENTS (continued) <br /> Mr. Filipovich said the recent Town Hall Meeting was not conducted <br /> properly because there was no give and take, and a number of people <br /> were not pleased. <br /> Mr. Filipovich spoke regarding comments he said Mayor Karp made about <br /> the Chamber of Commerce program at Lake Tahoe. <br /> Mr. Filipovich said Proposition 156, the Rail and Clean Air Bond Act, <br /> would have forced taxpayers to pay $90 million a year for the next 20 <br /> years in interest, as well as $270 million now. He said these funds <br /> would be better given to small cities that desperately need help. He <br /> said 156 would only have built 15 miles of track. He discussed the <br /> schedule of the trains that go to Sacramento and said it was <br /> inadequate. <br /> Mr. Filipovich referred to reports regarding the number of buildings <br /> for sale and unoccupied in San Leandro. He said San Leandro has priced <br /> itself out of business. He said bureaucracies raise homeowners' <br /> property taxes and this is not a solution. <br /> 6. CONSENT CALENDAR <br /> None <br /> 7. NEW BUSINESS <br /> A. Matter of Appointments to the City Council 's Public Advisory Task Force <br /> on City Finances. <br /> Council Member Perry moved, seconded by Council Member Corbett, the <br /> appointment of members to the Public Advisory Task Force on City <br /> Finances. <br /> Council Member Myers said there has been a lot of concern about people <br /> not being on the list. He said there will be times when people can't <br /> attend, and he would like to see a policy that, if someone drops out, <br /> someone else from the list of 71 is appointed as a replacement. <br /> Council Member Kerr concurred and said the Task Force should be kept at <br /> full strength. <br /> Council Member Perry said, if a replacement is needed for someone from <br /> the original list, they should be replaced by someone who was on that <br /> list, but replacements for members directly chosen by City Council <br /> Members should be selected by the City Council Members. <br />
