Minutes - San Leandro City Council Meeting - January 22, 1991 Page - 3 - 6. NEW BUSINESS A. Resolution Approving Contractual Services Agreement with HDR Engineering, Inc. , for Water Pollution control Plant Strategic Planning. Council Member Santos said he could not support this Agreement, as stated in Work Session. He said he felt the studies which had already been performed by Consultant Craig Lawson for the City should be adequate for the City's needs. He said he felt a future-trend analysis and a replacement plan had already been done through the Lawson studies. He said he felt that staff should prepare an analysis of Water Pollution Control Plant needs for the future. Dick Randall , City Manager, said staff could prepare a report to relate how the proposals for the Contractual Services Agreement related to those studies which have been completed in the past. He said that existing staff cannot do an in-depth analysis. He said that such a study is essential to respond to City Council concerns and to determine whether or not the City should stay in the water pollution control business. Council Member Santos said the study should at least be put on hold pending hiring of a new Water Pollution Control Superintendent. The City Council asked what the impact would be if the study were tabled for five or six months. Bob Taylor, Director of Public Works Services, said that nothing pending to date hinges on the outcome of this study. He said the study is proactive to meet future needs and to determine what the Plant's strengths and weaknesses are. Council Member Santos said he felt the study could not be done without the Superintendent on board. Bob Taylor indicated that the scope of services asked for in the Agreement would not change regardless of whether or not the Superintendent were on board. Dick Randall , City Manager, said he felt this was a necessary study and recommended that the City Council approve it. The following Resolution was then introduced: RESOLUTION NO. 91-5 (2323) RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH HDR ENGINEERING, INC. FOR WATER POLLUTION CONTROL PLANT STRATEGIC PLANNING Introduced by Council Member Polvorosa who moved its adoption, seconded by Council Member Corbett and carried by the following called vote: AYES: Council Members Corbett, Glaze, Perry, Polvorosa; ( 4 ) NOES: Council Members Santos and Faria ( 2 ) ABSENT: Mayor Karp ( 1 )
