Minutes - San Leandro City Council Meeting - January 22, 1991 Page - 3 - <br /> 6. NEW BUSINESS <br /> A. Resolution Approving Contractual Services Agreement with HDR Engineering, <br /> Inc. , for Water Pollution control Plant Strategic Planning. <br /> Council Member Santos said he could not support this Agreement, as stated <br /> in Work Session. He said he felt the studies which had already been <br /> performed by Consultant Craig Lawson for the City should be adequate for <br /> the City's needs. He said he felt a future-trend analysis and a <br /> replacement plan had already been done through the Lawson studies. He <br /> said he felt that staff should prepare an analysis of Water Pollution <br /> Control Plant needs for the future. <br /> Dick Randall , City Manager, said staff could prepare a report to relate <br /> how the proposals for the Contractual Services Agreement related to those <br /> studies which have been completed in the past. He said that existing <br /> staff cannot do an in-depth analysis. He said that such a study is <br /> essential to respond to City Council concerns and to determine whether <br /> or not the City should stay in the water pollution control business. <br /> Council Member Santos said the study should at least be put on hold <br /> pending hiring of a new Water Pollution Control Superintendent. The City <br /> Council asked what the impact would be if the study were tabled for five <br /> or six months. Bob Taylor, Director of Public Works Services, said that <br /> nothing pending to date hinges on the outcome of this study. He said <br /> the study is proactive to meet future needs and to determine what the <br /> Plant's strengths and weaknesses are. <br /> Council Member Santos said he felt the study could not be done without <br /> the Superintendent on board. Bob Taylor indicated that the scope of <br /> services asked for in the Agreement would not change regardless of <br /> whether or not the Superintendent were on board. <br /> Dick Randall , City Manager, said he felt this was a necessary study and <br /> recommended that the City Council approve it. <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-5 (2323) <br /> RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH <br /> HDR ENGINEERING, INC. FOR <br /> WATER POLLUTION CONTROL PLANT STRATEGIC PLANNING <br /> Introduced by Council Member Polvorosa who moved its adoption, seconded by <br /> Council Member Corbett and carried by the following called vote: <br /> AYES: Council Members Corbett, Glaze, Perry, Polvorosa; ( 4 ) <br /> NOES: Council Members Santos and Faria ( 2 ) <br /> ABSENT: Mayor Karp ( 1 ) <br />
