Matter of A-90-2; Amendment; to Amend Zoning Code to Establish an S <br /> (Special Review) Overlay District to Provide for Review of Development <br /> in Major Change or Trend Change Areas in the General Plan; City Council <br /> Resolution of Intention No. 3-29A-90. <br /> Mr. Vitz noted that the Special Review Overlay District would allow the <br /> City Council to use this designation when it wishes to provide for a <br /> special review of either a major-change or trend-change areas. He said <br /> examples of such areas could be Bayfair, Roberts Landing, or Davis <br /> Street. He said this designation allows the City Council to tailor what <br /> it wants to consider in these S Overlay Districts. He said the Council <br /> could establish specific procedures such as Site Committee review, or <br /> special criteria, or review of fiscal or economic considerations. He <br /> said it allows the City Council to direct change in an area in a way that <br /> makes the most sense for the City and allows the City Council to place <br /> conditions that are innovative and different on properties. <br /> The City Council asked if there would be a policy developed related to <br /> these districts. Mr. Vitz said the policy will develop when the overlay <br /> is actually placed on an area. <br /> The Public Hearings were then opened to the public. <br /> There were no comments from the public on any of these items. On motion of <br /> Council Member Santos, seconded by Council Member Polvorosa, and carried <br /> unanimously, all three Public Hearings were closed simultaneously. Separate <br /> motions were made, approving each item, as shown below. <br /> MINUTE ORDER NO. 91-9 (1024) <br /> A-89-10 <br /> APPROVING AMENDMENT TO THE ZONING CODE <br /> TO ESTABLISH AN IS (INTERIM STUDY) OVERLAY DISTRICT <br /> On motion by Council Member Faria who moved its approval , seconded by Council <br /> Member Perry and carried by the following called vote, the City Council approved <br /> A-89-10. <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Mayor Karp ( 1 ) <br />
