Minutes - San Leandro City Council Meeting - January 22, 1991 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> MINUTE ORDER NO. 91-10 (1024) <br /> A-90-1 <br /> APPROVING AMENDMENT TO THE ZONING CODE <br /> TO ESTABLISH AN OS (OPEN SPACE) DISTRICT <br /> On motion by Council Member Perry who moved its approval , seconded by Council <br /> Member Faria and carried by the following called vote, the City Council approved <br /> A-90-1 . <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Mayor Karp ( 1 ) <br /> MINUTE ORDER NO. 91-11 (1024) <br /> A-90-2 <br /> APPROVING AMENDMENT TO THE ZONING CODE <br /> TO ESTABLISH AN S (SPECIAL REVIEW) OVERLAY DISTRICT <br /> On motion by Council Member Polvorosa who moved its approval , seconded by Council <br /> Member Corbett and carried by the following called vote, the City Council <br /> approved A-90-2. <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Mayor Karp ( 1 ) <br /> 8. CITY COUNCIL COMMENTS <br /> A. Council Member Perry said she had attended the League of California <br /> Cities, Committee on Transportation and Public Works meeting. She said <br /> all City Council Members should review the customer service standards <br /> in their Cable TV Franchise Agreements because new cable legislation may <br /> come into effect which may grandfather customer-service standards into <br /> the regulations. <br /> B. Council Member Perry said she has a copy of the Alameda County Congestion <br /> Management Plan as well as copies of Management Plans from other agencies <br /> if the City Council is interested in reviewing them. She said work is <br /> being done to review CEQA requirements so two EIR's are not necessary <br /> on congestion plans. <br /> C. Council Member Perry noted that the Alameda County Mental Health Advisory <br /> Board will be opening a new emergency-care facility on the Fairmont <br /> Hospital grounds. She said she will be updating the City Council on the <br /> Advisory Board's policies and their impact on San Leandro. <br />
