Minutes - San Leandro City Council Meeting - January 22, 1991 Page - 9 - PUBLIC HEARINGS (continued) MINUTE ORDER NO. 91-10 (1024) A-90-1 APPROVING AMENDMENT TO THE ZONING CODE TO ESTABLISH AN OS (OPEN SPACE) DISTRICT On motion by Council Member Perry who moved its approval , seconded by Council Member Faria and carried by the following called vote, the City Council approved A-90-1 . AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; ( 6 ) NOES: None ( 0 ) ABSENT: Mayor Karp ( 1 ) MINUTE ORDER NO. 91-11 (1024) A-90-2 APPROVING AMENDMENT TO THE ZONING CODE TO ESTABLISH AN S (SPECIAL REVIEW) OVERLAY DISTRICT On motion by Council Member Polvorosa who moved its approval , seconded by Council Member Corbett and carried by the following called vote, the City Council approved A-90-2. AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; ( 6 ) NOES: None ( 0 ) ABSENT: Mayor Karp ( 1 ) 8. CITY COUNCIL COMMENTS A. Council Member Perry said she had attended the League of California Cities, Committee on Transportation and Public Works meeting. She said all City Council Members should review the customer service standards in their Cable TV Franchise Agreements because new cable legislation may come into effect which may grandfather customer-service standards into the regulations. B. Council Member Perry said she has a copy of the Alameda County Congestion Management Plan as well as copies of Management Plans from other agencies if the City Council is interested in reviewing them. She said work is being done to review CEQA requirements so two EIR's are not necessary on congestion plans. C. Council Member Perry noted that the Alameda County Mental Health Advisory Board will be opening a new emergency-care facility on the Fairmont Hospital grounds. She said she will be updating the City Council on the Advisory Board's policies and their impact on San Leandro.
