Minutes - San Leandro City Council Meeting - February 4, 1991 Page - 4 - <br /> PUBLIC HEARINGS (continued) <br /> however, the only highways in San Leandro which are considered Interstate <br /> or primary are the Nimitz/I-880, the MacArthur/I-580 and Highway 238. <br /> He noted that the City Council had expressed concern that full -service <br /> stations were changing to self-serve stations, that a Conditional Use <br /> was not required, and that neighborhoods were being deprived of services <br /> normally provided at full-service stations. <br /> He said this matter had been considered by the Planning Commission, and <br /> the Commission recommended that the Zoning Code be amended to require <br /> restrooms for customer use at new service stations and for existing <br /> service stations which are subject to Conditional Use review. The <br /> Commission recommended that the restrooms be available during business <br /> hours with no charge to the public. The Commission also recommended <br /> that the Code distinguish between the two different types of automobile <br /> service stations, that is, full service versus limited service, and that <br /> the Code be revised to allow either type of station in the C-2, C-4, or <br /> I-2 Districts through the Conditional -Use process. <br /> The City Council asked if the review would be for full -service gas <br /> stations that change to self serve, as well as for self serve that may <br /> change to full serve. Mr. Penaranda said it would. Council Member Glaze <br /> said there was also a concern related to service for the handicapped at <br /> gas stations. He said full -service stations that go to self serve, <br /> particularly those with Mini-Marts, do not provide someone to pump gas <br /> for the handicapped, and this should be taken into account in the <br /> Conditional Use review and the Zoning Code as well . <br /> Steve Meyers, City Attorney, said that, based on the Amendment to the <br /> Zoning Code to be approved tonight, all gas stations would now be subject <br /> to Conditional Use approval ; therefore, the Board of Zoning Adjustments <br /> could be directed to include the matter of service for the handicapped <br /> as part of the motion. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Faria, seconded by Council Member Glaze, and carried unanimously, the <br /> Public Hearing was closed. <br />
