Resolution Accepting the Work for Sealing City Streets, 1990-91, Project <br /> No. 90-8322-1. <br /> Roy Parker, Acting Director, Engineering and Transportation Department, <br /> noted that the City's Street Sealing Program was part of the overall MTC <br /> Pavement Management System. He noted three types of seal coats had been <br /> used in the 1990-91 program: Slurry Seal , Chip Seal and Cape Seal . He <br /> said this was the first time Chip and Cape Seal had been used in San <br /> Leandro. He recommended the City Council approve a similar program for <br /> 1991-92. He said each year City staff inspects portions of the City's <br /> streets, and crack sealing and patching is done by City staff. He said <br /> other work, such as sealing, is done by contract. He described each of <br /> the types of seal treatments and described the modifications which had <br /> been made to the plans and specifications to improve the program. <br /> The City Council noted they had received a number of complaints regarding <br /> the Chip Seal and the excess gravel that resulted. Council Member Glaze <br /> said he had also received complaints regarding how the streets looked <br /> today and that hairline cracks show through the recently sealed streets. <br /> Mr. Parker and Mr. Ray Meyers from the International Surfacing <br /> Association, both explained that the treatments described are seals, not <br /> resurfacing, and that, although cracks may show, they are now water <br /> tight. <br /> Council Member Perry suggested in the future public education be <br /> performed to explain to residents that cracks would show through the <br /> seals. <br /> Council Member Faria asked why the annual overlay project was not being <br /> accepted yet. Staff said there were problems with bad joints and that <br /> the contractor would have to grind and repair those joints. <br /> Council Member Perry asked if the Resolution Accepting the 1990-91 Slurry <br /> Seal City Streets included Huntington Park. She said there were still <br /> some bald spots in Huntington Park. Staff said it did include that area <br /> but the work had to be approved because of the level of specifications <br /> used in 1990-91 . <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-30 (2663) <br /> RESOLUTION ACCEPTING THE WORK FOR <br /> SEALING CITY STREETS, 1990-1991 <br /> PROJECT.
