PUBLIC HEARINGS <br /> A. None Scheduled. <br /> 8. CITY COUNCIL COMMENTS <br /> A. Council Member Santos raised the issue of shopping carts abandoned on <br /> City streets. He referred to the proposed staff recommendation to <br /> establish a six-month trial public relations program. He said he is not <br /> certain if this is a solution. He asked if staff had looked into the <br /> idea of coin-operated stands for shopping carts and if staff had talked <br /> to the retailers to find out if this was feasible. He asked, if it was <br /> not feasible, what was the objection and what is the cost to implement <br /> such a program. <br /> Council Member Faria said his concern with the carts was that they were <br /> staying on the streets too long but felt that problem is being handled. <br />
