Minutes - San Leandro City Council Meeting - May 6, 1991 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-68 (2659) <br /> RESOLUTION CONFIRMING SPECIAL ASSESSMENTS <br /> COST OF SIDEWALK CONSTRUCTION <br /> HALCYON DRIVE <br /> IMPROVEMENT ACT OF 1911 <br /> Introduced by Council Member Perry who moved its adoption, seconded by Council <br /> Member Corbett and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Santos noted his recent memorandum to the City Council <br /> regarding the State budget problems. He said he had recently attended <br /> a League of California Cities Board Meeting and he said the public <br /> should be well aware of what will be happening related to the State <br /> budget, including tax hikes. He said the Governor is now working toward <br /> tax increases and there may also be loss of revenue to cities. He cited <br /> the recent requirements for cities to pay jail booking fees and <br /> property-tax collection. He said Assemblyman Phil Isenberg had <br /> addressed the Board of Directors and said the State was not happy with <br /> cities. Council Member Santos said, however, the budget problems rest <br /> with the State not the cities. He said the State is looking to cities <br /> to give up fines and forfeitures in order to reduce the State deficit. <br /> He said the State is also attempting to take away the cities' Vehicle <br /> License Fees. He said the Legislature is working on ways for cities to <br /> raise revenue at the local level . He said the Governor and the State <br /> Legislature want to negate all collective bargaining contracts at the <br /> local level . He said he was providing this information so the public <br /> would have some idea of what is happening related to the State budget <br /> and it is imperative that citizens study State, County and city budgets <br /> because financing is the #1 priority at this time. <br /> B. Council Member Santos noted that the Red-and-Blue Ball would be held <br /> this Saturday, May 11 , to raise funds for the San Leandro High School <br /> football team and said tickets were available. <br /> C. Council Member Glaze said he received a call from former Council Member <br /> Suchman, requesting that the City look into providing additional parking <br /> for the baseball league at Stenzel Park. City Manager Dick Randall said <br /> staff is working on this matter. <br />
