Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 20 - 8. PUBLIC HEARINGS A. Matter of North Area Specific Plan and Revitalization Manual and Certification of Negative Declaration of Environmental Impact. This being the time and place for the Public Hearing on the above matter, Martin Vitz, City Planner, said this is an important occasion. He said it marks the first Specific Plan to be approved by the City of San Leandro. He described previous Joint City Council , Board of Zoning Adjustments, and Planning Commission Meetings at which this matter had been discussed in detail . He said the City Council has been involved in the activities of the North Area for quite some time. He said this Plan is the beginning, not the end, of something big. He said the Plan is intended to overlay improvement plans for the North Area. He said the North Area Program is a long-term program and adjustments will be made to the Specific Plan as experience dictates. The Hearing was then opened to the public. Hank Deadrich, 266 Begier Avenue, commended staff and the consultants for the excellent job on the program. He said he does have concerns regarding parking requirements. He said the North Area is not a high demand area and will not be for some time. He said under the North Area Specific Plan existing commercial uses cannot be replaced without going through a long process before the Board of Zoning Adjustments. He said he felt incentives should be developed, including a parking district into which everyone pays for future parking. He said he felt interim standards for existing buildings should be developed with an administrative process rather than going through the Board of Zoning Adjustments. He said he felt property owners need answers to questions of what to do with their properties in the short term and that interim uses should be developed. Council Member Faria said he concurred with Mr. Deadrich's concern regarding the amount of time approval of uses would take. Martin Vitz said it would depend upon the activity and the Planning and Development Departments would work together to expedite applications. He said each case would have to be looked at individually. He said the new Zoning Code would be the basic tool for land-use change. Council Member Perry said she felt an interim Zoning Official should be named prior to implementation of the new Zoning Code to handle these matters. There being no further comments from the public, on motion of Council Member Santos, seconded by Council Member Faria, and carried unanimously, the Public Hearing was closed.
