Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 20 - <br /> 8. PUBLIC HEARINGS <br /> A. Matter of North Area Specific Plan and Revitalization Manual and <br /> Certification of Negative Declaration of Environmental Impact. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Martin Vitz, City Planner, said this is an important occasion. <br /> He said it marks the first Specific Plan to be approved by the City of <br /> San Leandro. He described previous Joint City Council , Board of Zoning <br /> Adjustments, and Planning Commission Meetings at which this matter had <br /> been discussed in detail . He said the City Council has been involved <br /> in the activities of the North Area for quite some time. He said this <br /> Plan is the beginning, not the end, of something big. He said the Plan <br /> is intended to overlay improvement plans for the North Area. He said <br /> the North Area Program is a long-term program and adjustments will be <br /> made to the Specific Plan as experience dictates. <br /> The Hearing was then opened to the public. <br /> Hank Deadrich, 266 Begier Avenue, commended staff and the consultants <br /> for the excellent job on the program. He said he does have concerns <br /> regarding parking requirements. He said the North Area is not a high <br /> demand area and will not be for some time. He said under the North <br /> Area Specific Plan existing commercial uses cannot be replaced without <br /> going through a long process before the Board of Zoning Adjustments. <br /> He said he felt incentives should be developed, including a parking <br /> district into which everyone pays for future parking. He said he felt <br /> interim standards for existing buildings should be developed with an <br /> administrative process rather than going through the Board of Zoning <br /> Adjustments. He said he felt property owners need answers to questions <br /> of what to do with their properties in the short term and that interim <br /> uses should be developed. <br /> Council Member Faria said he concurred with Mr. Deadrich's concern <br /> regarding the amount of time approval of uses would take. Martin Vitz <br /> said it would depend upon the activity and the Planning and Development <br /> Departments would work together to expedite applications. He said each <br /> case would have to be looked at individually. He said the new Zoning <br /> Code would be the basic tool for land-use change. <br /> Council Member Perry said she felt an interim Zoning Official should <br /> be named prior to implementation of the new Zoning Code to handle these <br /> matters. <br /> There being no further comments from the public, on motion of Council <br /> Member Santos, seconded by Council Member Faria, and carried <br /> unanimously, the Public Hearing was closed. <br />
