Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 21 - <br /> PUBLIC HEARINGS (continued) <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-150 (2584) <br /> RESOLUTION ADOPTING THE SAN LEANDRO <br /> NORTH AREA SPECIFIC PLAN AND REVITALIZATION MANUAL AND <br /> CERTIFYING NEGATIVE DECLARATION <br /> PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT <br /> Introduced by Council Member Corbett who moved its adoption, seconded by Council <br /> Member Faria and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> B. Matter of Report of Superintendent of Streets Regarding Non-Payment <br /> for the Cost of Repair of Sidewalks, Curbs and Gutters, 1990 Posted <br /> Properties. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bill Silva, City Engineer, said this Hearing was for hearing <br /> protests or objections on liens proposed to be placed against properties <br /> where the property owner had requested that the City perform sidewalk <br /> repair work. He said out of 146 signed requests, a total of 5 property <br /> owners had not paid their bills at the time this matter went to Council . <br /> He said as of today, the property owners at 373 Bellevue and 840 Alice <br /> Avenue had paid their bills. He said in many cases the property owners <br /> prefer that the costs go to the County as liens against the tax bill . <br /> He said the property owners will still have through August to pay their <br /> bills. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Faria, seconded by Council Member Polvorosa, and carried unanimously, <br /> the Public Hearing was closed. <br />
