Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 22 -
PUBLIC HEARINGS (continued)
The following Resolution was then introduced:
RESOLUTION NO. 91-151 (1073)
RESOLUTION CONFIRMING SPECIAL ASSESSMENTS FOR THE
COST OF REPAIRING SIDEWALKS, CURBS AND GUTTERS
IN PORTIONS OF THE CITY OF SAN LEANDRO
(IMPROVEMENT ACT OF 1911)
Introduced by Council Member Polvorosa who moved its adoption, seconded by
Council Member Glaze and carried by the following called vote:
AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos;
Mayor Karp ( 7 )
NOES: None ( 0 )
ABSENT: None ( 0 )
C. Matter of PD-90-1 (1st Modification) General and Precise Development
Plan Combined; Planned Unit Development; a Modification to Conditions
of Approval Related to Permitted and Prohibited uses/use Restrictions
Pertaining to Convenience Food Store/Market; 1288 Davis Street;
Assessor's Parcel Number 77A-660-205; PLAZA 2 Redevelopment Project
Area; Development Department; C-22 (Light Commercial ) District.
This being the time and place for the Public Hearing on the above
matter, Bill Rugg, Community Development Director, said this Public
Hearing was to provide for a minor modification. He said the Zoning
Code defines a convenience store as any store or market with less than
10,000 square feet. He said the Conditions of Approval for this Planned
Development specifically permit a market with delicatessen and liquor
sales. However, the Conditions also prohibit a convenience store. He
said this prohibition was intended to ensure that a 7-11 or Quick-Stop-
type store was not developed but that a neighborhood market selling
fresh produce and meat was desireable. He said the amendment to the
Code would allow a market of 3,000 square feet to be developed.
The City Council asked questions related to how this store would compare
with other similar markets. Mr. Rugg said the store would be
approximately 3,000 square feet and will provide fresh produce and meat.
He said the store which previously existed at this site was too large
to serve as a neighborhood market but too small to compete with large
super markets in the area. He said this proposal will provide for a
neighborhood market that is financially feasible and serves the
neighborhood.
The Hearing was then opened to the public.
