Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 25 - <br /> PUBLIC HEARINGS (continued) <br /> Mr. Vitz said the Planning Commission found that the zoning is <br /> consistent with the General Plan and that the Supplemental Environmental <br /> Impact Report is adequate and recommended City Council approval of the <br /> rezoning and adoption of overriding considerations. He also said the <br /> acquisition of the dredge-spoils site was consistent with the General <br /> Plan. <br /> City Council asked whether the Open Space designation prohibited an <br /> interpretive center or a caretakers' house. Mr. Vitz said this would <br /> be permissible as an accessory to some other use, such as a park. <br /> Council Member Santos asked if the City knew what East Bay Regional Park <br /> District intended to do in relationship to this area. Mr. Vitz said <br /> there was not a definitive agreement. Mayor Karp said there has been <br /> on-going discussion between the East Bay Regional Park District and the <br /> State Lands Commission. <br /> Council Member Perry asked questions regarding access to the Shoreline <br /> Trail system and whether there have been discussions. Mayor Karp said <br /> there have been discussions between East Bay Regional Park District, <br /> the State Lands Commission and the owner of the property, Citation <br /> Homes. <br /> Council Member Santos said the School District should not have sold <br /> their property 7-9 years ago. He said now schools are badly needed in <br /> the area. <br /> Edward Alvarez, Vice President of Citation Homes, owner of part of the <br /> subject property, said his company agreed with the review criteria. <br /> He commended the City for the substantial effort involved in creation <br /> of this Master Plan. He said there are many complicated issues. <br /> The Hearing was then opened to the public. <br /> Jim Brown, 8400 Enterprise Way, Oakland, Secretary-Treasurer of the <br /> Alameda County Building Trades and representing the Alameda County <br /> Housing Council , said his groups support housing on these old industrial <br /> sites. <br /> Nancy Van Huffel , 377 Paseo Grande, San Lorenzo, Administrator of the <br /> San Leandro Village Homeowners Association, said her group represented <br /> 5600 homes. She said the group was concerned about significant traffic <br /> impacts and felt the EIR did not give serious enough consideration to <br /> the traffic impact. <br /> Thomas Sweeney, 2052 Graymer Road, President of the Alameda County <br /> Building Trades, spoke in support of the rezoning. <br />
