Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 26 -
PUBLIC HEARINGS (continued)
Greg Hickey, 15400 Montreal Street, San Leandro, said there were seismic
problems inherent in the site. He said all of San Leandro and the
Roberts Landing area are dangerous as they relate to the Hayward Fault.
He said the entire area should be zoned Open Space.
James Johns, 688 Dolores Avenue, San Leandro, said the 1990's is a
return to the family unit and the single-family home is the "American
Dream. " He said he was in favor of the rezoning.
Timothy Hall , 14825 Wiley Street, San Leandro, said he was against the
proposed rezoning. He cited the endangered and protected species in
the area and several special -status species. He said building on the
site would destroy the habitat for these species and that mitigation
was a sham. He said no possible long-term survival of the species would
be assured. He also said there would be a severe traffic impact, and
he said the area would be difficult to protect with single access.
Diana Prola, 2234 Belvedere, San Leandro, Board of Directors of the
Marina Gardens Homeowners Association, said she was concerned that the
only people who spoke in favor of development of this property were
those who stood to make a profit. She said she didn't think the revenue
generated would take care of the problems created. She said the City
should look to the future and protect open space.
Flo Walker-Lopez, 2136 - 102nd Avenue, Oakland, asked a number of
questions and made a number of comments regarding specifics that would
be required as part of the development project.
Sandra Nielsen, 18703 West Cavendish Drive, Castro Valley, owner of the
Sandev Mobile Home Park adjacent to the site, said she was in favor of
rezoning the property if the future developer mitigated the problems
that currently exist, such as motorcycles, fires, etc. She said a
project would provide jobs and taxes and if the citizens of San Leandro
want open space they should buy and maintain it.
Dave Perry, 2012 West Avenue 134th, San Leandro, said his family
represents five generations of San Leandrans. He said there is a need
in San Leandro for housing and that rezoning of the property would
create jobs, help local businesses, and be good for the community.
Jim Prola, Marina Gardens Homeowners Association, said the wet lands
are critical to the food chain, to migratory birds, and to endangered
species. He said the whole site should be zoned Open Space to save the
Bay and to protect the quality of life.
Barbara Samaniego, 2240 Strang Avenue, San Leandro, spoke in favor of
the rezoning. She said San Leandro has the ability to weather all
storms because of the diverse businesses and that some of those
businesses are being lost because there is not sufficient housing. She
said the whole community benefits from housing.
