Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 27 - <br /> PUBLIC HEARINGS (continued) <br /> Barbara Shockley, 1890 Bockman Road, San Lorenzo, said certification <br /> of the EIR had to be made before the City Council could rezone the <br /> property. She said the EIR was not complete because the traffic impact <br /> on San Lorenzo had not been adequately analyzed. She said she favored <br /> Open Space zoning throughout the area. <br /> Charlie Coffin, 545 Blossom Way, San Leandro, spoke on behalf of the <br /> San Leandro Manufacturers' Association, and said they were in favor of <br /> the rezoning. <br /> Council Member Corbett asked that staff respond to Mrs. Shockley's <br /> statement that the EIR was not adequate. Martin Vitz, City Planner, <br /> said in his opinion the EIR was adequate. He said the Supplemental EIR <br /> for this level of action was complete. He said CEQA provides for <br /> tiering, depending on the level of specificity of action. He said <br /> specific traffic impacts will be considered as part of the EIR for a <br /> proposed project. <br /> John Popovich, 555 Doane Street, San Lorenzo, said he used to work for <br /> Trojan Powder Property and lived in the Roberts Landing area. In 1931 <br /> he said it was a nice place to live, and he is in favor of rezoning. <br /> He said homes would improve the area. <br /> Laird Newhart, spoke on behalf of the San Leandro Unified School <br /> District. He said if the City Council adopts the rezoning the School <br /> District would like them to adopt special review criteria #15. <br /> Greg Presnell , 888 Doolittle Drive, said he was in favor of the <br /> rezoning. <br /> Jeff Houston, 1465 Burkhart Avenue, San Leandro, said the people <br /> speaking in favor of the rezoning have a monetary gain if the site is <br /> developed. He said if the City rezones the property it would be to <br /> obtain the dredge disposal site and that was unethical and the City <br /> Council could not make an unbiased decision. He said the City should <br /> make wise planning decisions that benefit the community, not solely <br /> decisions based upon monetary gain. He said this is not a good site <br /> for development because of access problems, seismic problems, traffic <br /> impact, and bad proximity to the airport. He said the EIR is inadequate <br /> and did not go into enough detail in answering concerns. He said 90% <br /> of the Bay Area's wet lands are gone and that all of them will be gone <br /> by the time his child grows up. <br /> Louise Mullins, 1386 Trojan Avenue, said a liability would be imposed <br /> upon the residents of San Leandro because a development on the site <br /> would not be able to pay its service costs. She said the General Plan <br /> says residential development operates at a net loss and that a short- <br /> fall of service costs will be imposed upon existing residents. <br />
