Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 28 - <br /> PUBLIC HEARINGS (continued) <br /> Del Willburn, 830 Linwood Way, spoke in favor of rezoning and said it <br /> would help the tax base and that new homes are necessary in San Leandro. <br /> Doris Porth, President of the Chamber of Commerce, said the Chamber <br /> supports the rezoning with the 15 Special Review Criteria. <br /> Eleanor Hart, 4083 Wilson Avenue, Castro Valley, said she wants to see <br /> this area rezoned to Open Space. She said every piece of the Bay must <br /> be saved. She said quality of life is more important than having too <br /> many people in too small a place. <br /> Chuck Fugel , Plumbers' Union, 2960 Merced Street, San Leandro, said he <br /> often opposes a project on environmental issues but he feels that <br /> rezoning this property is an excellent idea. <br /> Leonard Rose, 15344 Mendocino Street, San Leandro, said he owns a <br /> business in San Leandro. He said he is in favor of complete open space <br /> for this area. He said housing should be built in other areas, such <br /> as the AT&T site. He said the City should plan for the future. He <br /> cited problems with fire, police, utilities, and garbage. <br /> Richard Pierce, 14481 Wicks Boulevard, noted that Citation Homes only <br /> planned on building on 100 acres of the site. He said he was in favor <br /> of the rezoning. <br /> George Lockwood, Aurora Drive, said he was in favor of rezoning for the <br /> site. He said he would rather see houses than shopping centers and that <br /> housing would help the area. <br /> Al Yeremin, 2436 Benedict Drive, San Leandro, spoke in favor of the <br /> rezoning. He said it would increase the tax revenue and help business. <br /> Lou Filipovich, said he lives in Washington Manor near Roberts Landing. <br /> He said he is not for or against the rezoning, but he felt the matter <br /> should be put to a vote of the people. <br /> Ed Alvarez, Citation Homes, spoke regarding the criteria related to the <br /> number of units on the site. He said at the Planning Commission Meeting <br /> the staff recommendation did not include language related to the number <br /> of units. He said this was added by the Planning Commission. He said <br /> Citation does not have a major objection to that proposal but they feel <br /> they would prefer to bring forward a development plan that conforms to <br /> the other design review criteria and work with that plan rather than <br /> an arbitrary density number. He said any project on this site would <br /> take five or six years to build out and it would create future housing <br /> stock for San Leandro. He said there have been a number of meetings <br /> with East Bay Regional Park District and other jurisdictions and that <br /> they are awaiting action on the rezoning before proceeding any further. <br />
