Minutes - San Leandro City Council Meeting - August 19, 1991 Page - 20 - <br /> PUBLIC HEARINGS (continued) <br /> Mayor Karp asked if there was anyone in the audience opposed to the <br /> project. There was no response. <br /> Council Member Santos asked the Lizottes if they had approached the <br /> Broadmoor Homeowners Association regarding their variance proposal . <br /> Mrs. Lizotte said they were told by the Planning Commission to go to <br /> their neighbors within a 300' radius and get signatures of approval for <br /> the variance, but they were not told to go to their homeowners <br /> association, and therefore did not. <br /> The hearing was then opened to the public. <br /> Margie Stewart, Breed Avenue, spoke in support of the Lizottes and their <br /> proposed improvements. <br /> Laurie Dearborn, 464 Breed Avenue, spoke in support of the proposed <br /> improvements, seeing these as enhancements to the neighborhood. <br /> Mrs. York, 450 Breed Avenue, said she has been neighbors with the <br /> Lizottes for 10 years. She complimented them and said she and her <br /> husband have no objections to their improvements. <br /> Mrs. Schwartz, 406 Breed Avenue, spoke in favor of the remodeling. <br /> Harvey Johnson, the architect for the Lizottes, described his history <br /> with the City and his experience as an architect. He discussed the <br /> design of the Lizotte's home and their considerations of its design in <br /> relation to the expansion. <br /> Mayor Karp reviewed the rules of approval of a variance. He stated that <br /> the Lizottes application for a variance was made prior to the North Area <br /> Specific Plan, and said that other homes in the area are encroaching <br /> into the 40' set-back. Consequently, the appeal is before the Council , <br /> and pre-exists the North Area requirements. He called for discussion. <br /> Council Member Santos asked for clarification of the aspect of being <br /> deprived of property rights within a specific block radius. <br /> Steve Meyers, City Attorney, said the Zoning Ordinance doesn't spell <br /> out the distance from surrounding homes from the home for which the <br /> variance is requested. <br /> Council Member Corbett pointed out that, although the application for <br /> the variance was submitted before the North Area Specific Plan was <br /> approved, this area was already zoned R-1-B-1 before the North Area Plan <br /> was approved. <br /> Council Member Glaze said he felt the appellants have attempted to make <br /> the home plans blend with the neighborhood, and are trying to make their <br /> home liveable in the area. <br />
