Minutes - San Leandro City Council Meeting - September 3, 1991 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> tonight's hearing and the area had been posted. He said there were two <br /> cost estimates. One is for $560,000 for the removal and undergrounding <br /> of existing overhead utilities, which would be funded with PG&E Rule <br /> 20A funds. He said Pacific Bell and Cable TV will do their own work <br /> and will pay fully for it. He said the second estimate was for the <br /> individual property owners' costs. He said those costs will be for <br /> providing service from the property owners' buildings to the underground <br /> facilities. He said this estimate ranges from $600 to $2,500, depending <br /> upon the distance from the building to the substructure. He noted a <br /> letter which had been received from Mr. Martin, a property owner at 204 <br /> Bancroft Avenue, who had requested that the City's contractor install <br /> the connection from his building to the underground facilities and he <br /> would pay for it. Mr. Owusu said staff believes that this project is <br /> necessary for public safety and health because this is a heavily used <br /> vehicular and pedestrian way. In addition, he said that this <br /> Underground District is part of the City's Underground Master Plan and <br /> was proposed for undergrounding before the Year 2000. He said it makes <br /> financial sense to perform this work in conjunction with the Victoria <br /> Circle improvements rather than go back at a future date and tear up <br /> the improvements to underground the facilities. In response to a <br /> question from Council Member Perry, Mr. Owusu said this project was part <br /> of the City's 50 year Master Plan and was scheduled to occur by the Year <br /> 2000. <br /> Council Member Polvorosa asked if the property on Broadmoor Boulevard <br /> that is not part of the district would have an option to be included <br /> if this work were done later. Mr. Owusu said that this property was <br /> not included because it was not receiving its utility service from <br /> Bancroft Avenue. Mr. Silva said since the building is served from <br /> Broadmoor Boulevard and since Broadmoor is not part of the Underground <br /> Master Plan, it is not included. He said if Broadmoor Boulevard were <br /> part of the Master Plan, then the property would be undergrounded now. <br /> The Hearing was then opened to the public. <br /> Helen Shelton, owner of property at 235-37-39 Bancroft Avenue asked if <br /> taxpayers money would be used for this project. Mr. Owusu said the <br /> $560,000 would be funded using PG&E Rule 20A funds, which are special <br /> funds set aside for undergrounding. Mrs. Shelton said she did not see <br /> why she should have to pay for undergrounding her service when she <br /> already has adequate overhead service. Mr. Owusu said the Public <br /> Utilities Commission allows for undergrounding of utilities. Mrs. <br /> Shelton said she feels this is a beautification project, not a safety <br /> project. She asked if the City was going to underground all the utility <br /> poles in San Leandro. Mr. Owusu said the City has an Undergrounding <br /> Master Plan and he would be happy to get her a copy. Mrs. Shelton said <br /> she did not feel that property owners should have to pay this cost. <br /> She asked why every property owner in the City was not notified that <br /> eventually they would all have to pay for undergrounding. <br />
