Minutes - San Leandro City Council Meeting - September 3, 1991 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Santos explained the process which had been undertaken <br /> in 1984-85 to adopt the 50 Year Master Plan. He said there had been <br /> many hearings and public review meetings. He said the program was laid <br /> out then and has specific time frames. He said Mrs. Shelton's comments <br /> are not new; he said these kinds of comments have occurred every time <br /> there is an Undergrounding District, including those along Marina <br /> Boulevard, Davis Street, East 14th Street, Lewelling Boulevard and <br /> Washington Avenue. <br /> Mrs. Shelton again said she did not feel that property owners who now <br /> have service should have to be pay to have their service undergrounded. <br /> She said it is difficult for young homeowners to pay this amount. She <br /> asked what happened to those property owners who could not afford to <br /> pay. <br /> Mayor Karp said it was not necessary to adopt this resolution tonight, <br /> and that her questions could be answered by staff. Dick Randall , City <br /> Manager, suggested that this matter be continued for two weeks and that <br /> in the interim period, Engineering staff conduct a meeting for property <br /> owners at the Roosevelt School Multi-Purpose Room to answer their <br /> questions. <br /> Council Member Santos said staff should have been prepared to answer <br /> these questions tonight and should not have brought the matter to the <br /> City Council without answers to these questions. He noted that the same <br /> experience had occurred with the Marina Boulevard undergrounding <br /> project. He said perhaps a different type of process was needed before <br /> undergrounding programs come to the City Council . <br /> Council Member Glaze said that staff had not been given an opportunity <br /> to respond to Mrs. Shelton's questions. He said it had just been a <br /> debate. He said the City Council was aware of the policies regarding <br /> undergrounding districts and could answer her questions, but she had <br /> not given them a chance. He answered a number of her questions. He <br /> told her she could hire a licensed contractor to perform the work on <br /> her property. <br /> Mr. Randall said staff was prepared to answer questions now related to <br /> the cost to the property owners and the involvement of PG&E. <br /> Mayor Karp asked those in the audience if they would like a meeting at <br /> Roosevelt School . <br /> Milt Devitt, 942 San Jose Street, a property owner of 308 Bancroft <br /> Avenue, asked if the City Council had considered passing the cost for <br /> undergrounding systems to all of the taxpayers in San Leandro and having <br /> all of them pay for undergrounding rather than individuals paying. He <br /> said all taxpayers should be responsible for the Master Plan as it <br /> evolves piece by piece. <br />
