Minutes - San Leandro City Council Meeting - September 3, 1991 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Faria said this was discussed in 1984, but it was <br /> determined that individual property values increased as a result of <br /> undergrounding work done in front of properties. <br /> Frank Fain, 367 Bancroft Avenue, said he has been involved in the North <br /> Area Program and trying to improve the North Area. He said he was <br /> elated when he saw this notice. He said he thinks it is a good idea <br /> to do undergrounding and he is 100% for it. <br /> Council Member Glaze said the City Council has, in the past, received <br /> letters from citizens who would like to have their individual properties <br /> undergrounded but it is too expensive. He said that is the reason for <br /> a Master Plan and having funds from the utility company to allow <br /> undergrounding. <br /> Herb Anthony, Mission Bay Mobile Home Park, said he thought a large part <br /> of the cost of the undergrounding was going to be picked up by PG&E. <br /> He said property owners would only have to pay for the service to their <br /> properties, so he did not think it would matter if the work was done <br /> now or in the future. <br /> There being no further comments from the public, on motion of Council <br /> Member Corbett, seconded by Council Member Santos, and carried <br /> unanimously, the Public Hearing was closed. <br /> The following Motion was then introduced: <br /> MINUTE ORDER NO. 91-81 (1207) <br /> MATTER OF ESTABLISHING AN <br /> UNDERGROUND UTILITY DISTRICT <br /> PORTIONS OF BANCROFT AVENUE FROM DURANT AVENUE TO DOWLING BOULEVARD <br /> AS PART OF VICTORIA CIRCLE IMPROVEMENTS <br /> Introduced by Council Member Corbett who moved its adoption, seconded by Council <br /> Member Santos and carried by the following called vote, the City Council <br /> continued the Public Hearing to September 16, 1991 , and directed staff to conduct <br /> a public meeting for affected property owners prior to September 16th at the <br /> Roosevelt School Multipurpose Room. <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> Council Member Perry requested that staff develop an informational flyer <br /> which describes the undergrounding process, including such matters as <br /> Rule 20A funds, payment options, etc. <br />
