Minutes - San Leandro City Council Meeting - September 3, 1991 Page - 12 - <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Polvorosa said he was concerned regarding recent fires <br /> in San Leandro Creek. He said a number of widows who lived in the area <br /> had expressed concern. He said it appeared there were one or more <br /> individuals who were causing the fires and that there were homeless <br /> people living in the creek. <br /> Dick Randall , City Manager, said he is working with the Fire Chief to <br /> see what can be done about this matter and will report back to the City <br /> Council . <br /> B. Council Member Polvorosa noted that the Lincoln Properties building, <br /> formerly the Montgomery Wards building on Alvarado Street contains an <br /> excessive amount of signage. He said it was his understanding there <br /> was only supposed to be 15% coverage. <br /> The City Manager said staff would look into this matter and would report <br /> back. <br /> C. Council Member Perry noted that a number of benches with the legend "886 <br /> RENT" have appeared throughout the City and asked for a report on the <br /> legality of these benches. <br /> D. Council Member Perry congratulated the Library on the Summer Reading <br /> Program. She said there was tremendous involvement in their program, <br /> including many volunteers and the program was well received by the <br /> community. <br /> E. Mayor Karp said the City of San Leandro and the United States Geological <br /> Survey are conducting studies with the ship Cecil Lee. He said the <br /> members of the crew are putting charges into the ocean to determine if <br /> there is any significance between the Hayward Fault and other faults <br /> in the area. He noted that, in the past, earthquakes have occurred on <br /> the San Andreas Fault, to be followed within a few years by earthquakes <br /> on the Hayward Fault, and that there may be a connection. He said the <br /> United States Geological Survey is looking at the plates in the ocean <br /> to determine if there is any connection. He said the study is being <br /> conducted through the use of a $250,000 grant, including funding from <br /> Cal -Trans. <br /> 10.
