Minutes - San Leandro City Council Meeting - September 16, 1991 Page - 12 -
NEW BUSINESS (continued)
inconvenient to the residents of the area. He said one of the problems
that currently exists is that it is hard to find out when and where the
36X Line is running. He said a lot of people in the community don't
know how to find out about it. He said A. C. Transit needs to provide
more public relations and public information. He said the
discontinuance of the 36X Line has been advertised so many times that
people think it has been discontinued already. Ms. Piras said the line
is not being eliminated, rather it is being "tweaked. " She said there
will be Public Hearings on this matter this week.
Council Member Glaze said he hopes the "tweaking" does not discourage
people from taking the bus home from Oakland. Ms. Piras said that
A. C. Transit is trying to improve service.
Council Member Santos said he empathizes with Ms. Piras and said he
takes BART because it is more convenient, but he assumes that A. C.
Transit is looking at all aspects. He said when BART was going to go
on strike he had to look at alternative means of transportation and
looked at A. C. Transit. He said, since he lives on the west side of
town, there was not a convenient route that he could take and he was
somewhat surprised. He said Seattle has a light-rail system that goes
through the center of town, and the bus service feeds to the light-rail
system. He asked if A. C. Transit had looked into that type of program.
Ms. Piras said there is a long-standing agreement under which BART was
supposed to utilize a portion of the local sales-tax money to provide
a transfer payment in the amount of $7 million to help subsidize the
cost of bringing A. C. Transit passengers to BART. She said the BART
Board of Directors has taken the position that the funding will be
stopped, and BART must look for a way of still getting people to BART
without additional revenues. She said a major reason A. C. Transit is
looking at the proposed changes is to make the bus system more
effective, and they will be trying a greater out-reach program.
Council Member Glaze said he felt the bus routes had been butchered to
serve the BART system. He said this is a good time for A. C. Transit
to get back into the bus business rather than feeding to BART. He said
if BART wants bus service, then they should provide it. He said it is
difficult to find a bus that goes to downtown San Leandro or other areas
that residents wish to go to. He said it is hard to take a bus anywhere
now.
Council Member Glaze said it is important that, when the name of the
36X bus route changes to South/Southwest, people understand it is not
just a bus that goes to San Francisco.
Mayor Karp suggested that it say S-SW/36X. Ms. Piras noted that Public
Hearings will be held on Wednesday, September 18, at 3:00 p.m. and 7:00
p.m. at the A. C. Transit Headquarters, and there will also be a Public
Hearing on Thursday, September 19, at 5:00 p.m. at the Newark Public
Library.
