Minutes - San Leandro City Council Meeting - September 16, 1991 Page - 13 - <br /> NEW BUSINESS (continued) <br /> The City Council requested that a letter be sent to A. C. Transit <br /> enumerating their concerns regarding this change in the 36X Line. <br /> B. Bob Taylor, Public Works Services Director, introduced Rob Fowler, the <br /> new Water Pollution Control Plant Superintendent, who comes to the City <br /> from the Dublin-San Ramon Services District. Mr. Fowler said he has <br /> 12 years' experience in the waste-water treatment field and looks <br /> forward to the opportunity and challenges ahead. <br /> 10. PUBLIC HEARINGS (continued) <br /> A. Matter of Establishing an Underground Utility District, Portions of <br /> Bancroft Avenue from Durant Avenue to Dowling Boulevard, as Part of <br /> Victoria Circle Improvements. Continued from September 3, 1991, City <br /> Council Meeting. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bill Algire, Director of Engineering and Transportation, noted <br /> that this was a Public Hearing which had been continued from the <br /> September 3, 1991, City Council Meeting. He said on September 10 a <br /> public meeting had been held at the Roosevelt School for affected <br /> property owners. He described the material which had been sent to the <br /> property owners, including a question-and-answer packet. He said six <br /> residents had attended the meeting; four of those were property owners <br /> and two were believed to be residents. He said there were also <br /> representatives from the City, Cable TV, PG&E, and Pacific Bell . He <br /> said staff presented the Victoria Circle project and described its <br /> relationship to the undergrounding district. He said it is in the best <br /> interests of the City to proceed with the undergrounding district as <br /> part of the Victoria Circle improvements and it would be costly to come <br /> back later and do the undergrounding work. He said it is typical to <br /> accelerate undergrounding projects if there is a compatible project <br /> which is done at an earlier date. He noted the questions-and-answers <br /> that had come up at the public meeting and summarized them. <br /> Dick Randall , City Manager, reviewed the Victoria Circle project from <br /> its conception in October 1987 as part of the first North Area Study <br /> Committee recommendations through public meetings, public presentations, <br /> and the Capital Improvement Program and budget process. He said <br /> $252,000 is available for this project. <br /> Mr. Silva said the Underground Master Plan had been adopted in 1985 and <br /> the Victoria Circle concept had been initiated in 1987. <br /> The Hearing was then opened to the public. <br />
