Minutes - San Leandro City Council Meeting - September 16, 1991 Page - 14 - <br /> PUBLIC HEARINGS (continued) <br /> Helen Shelton, 2579 Montgomery Avenue, Concord, owns property at 235- <br /> 37-39 Bancroft Avenue. She said the 1985 Undergrounding Master Plan <br /> was a contract with the people in town, and when the City Council <br /> decided to do the Victoria Circle project they arbitrarily moved the <br /> undergrounding project because a mistake had been made. She said the <br /> undergrounding project is linked to Victoria Circle. She said the <br /> meeting at Roosevelt School was the first time she had seen the proposal <br /> for Victoria Circle. She said she takes exception to the concept that <br /> the undergrounding would upgrade the value of the property. She said <br /> the City Council should ask for bids for the whole job, including the <br /> work from the property line to the property owners' buildings. She said <br /> she did not agree that the bid estimate of $560,000 was valid. She said <br /> she had not known what was planned for Victoria Circle because she has <br /> not attended any of the meetings, but she does not agree with what is <br /> proposed. She requested that the City Council not vote tonight but that <br /> she conduct a door-to-door canvass of property owners and determine <br /> their thoughts on this matter. <br /> There being no further comments from the public, on motion of Council <br /> Member Santos, seconded by Council Member Glaze, and carried <br /> unanimously, the Public Hearing was closed. <br /> Council Member Corbett said she represents the North Area and has <br /> discussed this matter with the neighborhood association which surrounds <br /> the Victoria Circle area. She said they have repeatedly supported the <br /> project. She said, in fact, the homeowners association had adopted <br /> Victoria Circle. <br /> Council Member Perry concurred with Council Member Corbett. She said <br /> she had attended all of the area Night-Out Meetings, and the homeowners <br /> associations and service clubs have adopted the Victoria Circle area. <br /> Mayor Karp said there have been a number of meetings on Victoria Circle <br /> and both homeowners and businesses had applauded the project and had <br /> even contributed money. <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-208 (1207) <br /> RESOLUTION REQUIRING THE REMOVAL OF POLES, OVERHEAD WIRES <br /> AND ASSOCIATED OVERHEAD STRUCTURES <br /> FROM PORTIONS OF BANCROFT AVENUE, <br /> ADJOINING PROPERTIES AND INTERSECTING STREETS <br /> Introduced by Council Member Corbett who moved its adoption, seconded by Council <br /> Member Glaze and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
