Minutes - San Leandro City Council Meeting - September 16, 1991 Page - 14 - PUBLIC HEARINGS (continued) Helen Shelton, 2579 Montgomery Avenue, Concord, owns property at 235- 37-39 Bancroft Avenue. She said the 1985 Undergrounding Master Plan was a contract with the people in town, and when the City Council decided to do the Victoria Circle project they arbitrarily moved the undergrounding project because a mistake had been made. She said the undergrounding project is linked to Victoria Circle. She said the meeting at Roosevelt School was the first time she had seen the proposal for Victoria Circle. She said she takes exception to the concept that the undergrounding would upgrade the value of the property. She said the City Council should ask for bids for the whole job, including the work from the property line to the property owners' buildings. She said she did not agree that the bid estimate of $560,000 was valid. She said she had not known what was planned for Victoria Circle because she has not attended any of the meetings, but she does not agree with what is proposed. She requested that the City Council not vote tonight but that she conduct a door-to-door canvass of property owners and determine their thoughts on this matter. There being no further comments from the public, on motion of Council Member Santos, seconded by Council Member Glaze, and carried unanimously, the Public Hearing was closed. Council Member Corbett said she represents the North Area and has discussed this matter with the neighborhood association which surrounds the Victoria Circle area. She said they have repeatedly supported the project. She said, in fact, the homeowners association had adopted Victoria Circle. Council Member Perry concurred with Council Member Corbett. She said she had attended all of the area Night-Out Meetings, and the homeowners associations and service clubs have adopted the Victoria Circle area. Mayor Karp said there have been a number of meetings on Victoria Circle and both homeowners and businesses had applauded the project and had even contributed money. The following Resolution was then introduced: RESOLUTION NO. 91-208 (1207) RESOLUTION REQUIRING THE REMOVAL OF POLES, OVERHEAD WIRES AND ASSOCIATED OVERHEAD STRUCTURES FROM PORTIONS OF BANCROFT AVENUE, ADJOINING PROPERTIES AND INTERSECTING STREETS Introduced by Council Member Corbett who moved its adoption, seconded by Council Member Glaze and carried by the following called vote: AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; Mayor Karp ( 7 ) NOES: None ( 0 ) ABSENT: None ( 0 )
