MINUTE ORDER NO. 91-98 <br /> MATTER OF REVIEW OF DRAFT ZONING CODE <br /> On motion by Council Member Corbett who moved its approval , seconded by Council <br /> Member Faria and carried by the following called vote, the City Council referred <br /> the "Proposed Zoning Code -- Hearing Draft for Public Review, " dated October <br /> 15, 1991, to the Planning Commission and the Board of Zoning Adjustments for <br /> review. <br /> AYES: Council Members Corbett, Faria, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Glaze ( 1 ) <br /> 8. PUBLIC HEARINGS <br /> A. Waste Characterization Study Source Reduction & Recycling Element <br /> (SRRE) . <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bob Taylor, Public Works Services Director, said the Public <br /> Hearing tonight was required under the AB 939 State-Mandated Source <br /> Reduction and Recycling Element (SRRE) , in accordance with specific <br /> requirements. He said AB 939 requires cities to show how they will <br /> reduce their solid waste. He said Alameda County joined with the <br /> Alameda County Waste Management Authority to obtain a Waste <br /> Characterization Study and then prepared their Draft Source Reduction <br /> and Recycling Element (SRRE) . He said the City Council appointed a <br /> citizens' advisory committee to work on this Element. <br /> He said San Leandro's SRRE was prepared in accordance with specific <br /> criteria: <br /> 1 . To meet the mandates of AB 939 in the most cost-effective manner. <br /> 2. To implement programs which could be monitored and to document <br /> actual reductions in waste disposal . <br /> 3. To encourage source reduction for all generators and set goals for <br /> reductions that can be documented. <br /> 4. To concentrate efforts on the largest waste generators and waste <br /> types. <br /> 5. To refine the Waste Characterization Study to reflect actual <br /> generation, not just statistics developed for the SRRE. <br />
