Minutes - San Leandro City Council Meeting - October 21, 1991 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> He said the Study found that, because of the nature of the waste <br /> generated, curbside recycling would be a very inefficient method for <br /> collecting recyclables. He said curbside recycling still can be <br /> implemented at a later date if desired. He said the purpose of <br /> tonight's Hearing was to gain public input. An additional Public <br /> Hearing will be held in January, and any input received tonight would <br /> be responded to at that time. He said the plan has been reviewed by <br /> the Alameda County Waste Management Authority, and comments were <br /> scheduled to be received from the State on October 14 but had not yet <br /> arrived. He said the additional Public Hearing is required by AB 939 <br /> and would be scheduled before the City Council on January 6, 1992. <br /> Council Member Santos said he was disappointed in the document. He said <br /> he felt it should have gone much further than it did. He said perhaps <br /> AB 939 should have set higher goals for reduction since the goals seem <br /> fairly easy to meet. He said the document suggests to him that, if we <br /> can meet these objectives as easily as it appears, AB 939 did not go <br /> far enough. He also wondered if the City was relying too much on the <br /> Scott Newest process and asked questions regarding the status, permits, <br /> construction, etc. He asked if the City's SRRE could be submitted to <br /> the local government committee in Sacramento for comment. <br /> Mr. Taylor said this would have been done through the State <br /> Clearinghouse process. Mr. Taylor also said the plan does not rely <br /> solely on Scott Newest. He said there is also a County-wide effort to <br /> develop other sites for material -recovery facilities and processes. <br /> Council Member Santos said he was interested in getting local service <br /> groups involved in the money-making aspect of recycling. Mr. Taylor <br /> said Judy Lieberman, who is the contract consultant working with the <br /> Public Works Services Department, is in contact with the community on <br /> this aspect and others. <br /> Council Member Corbett asked the status of the Scott Newest project. <br /> Dick Randall , City Manager, said draft leases were being reviewed, Scott <br /> Newest had been provided with a plan of the Water Pollution Control <br /> Plant for installing their facility, along with CH2M Hill , who is doing <br /> the environmental work on the project. <br /> Council Member Santos wondered, if it is as simple as it appears to be <br /> to meet the reduction goals, why his committee found it necessary to <br /> grant extensions to a number of agencies. He said they were told it <br /> would be very difficult to meet the requirements, but this does not <br /> appear to be the case. <br /> Mr. Taylor said that, according to the statistical data, the City will <br /> readily be able to meet its goals; however, whether those goals have <br /> been achieved or not must be documented. <br />
