Minutes - San Leandro City Council Meeting - November 18, 1991 Page - 16 - <br /> PUBLIC HEARINGS (continued) <br /> service to the public, and adequate facilities for employees. It also <br /> improves the City's image. He said the Planning Commission recommends <br /> approval of the General Development Plan and the Negative Declaration. <br /> Council Member Perry asked what impact approval by the City Council <br /> would have as far as a time line and when the City Council must act on <br /> financial matters related to this proposal . <br /> Mike Oliver, Assistant City Manager, said if the General Development <br /> Plan was approved tonight a Specific Plan will be submitted to the <br /> Planning Commission and then to the City Council . He said the project <br /> would then be ready for preparation of plans, at which time specific <br /> costs could be developed. He said all of this financial information <br /> would come back to the City Council before further steps were taken. <br /> He said the Specific Plan process would be implemented first in order <br /> to design a project on which to make a decision. He said staff will <br /> have financial information on this matter for the City Council and they <br /> could decide then whether or not to continue with the project. <br /> Council Member Perry asked if concerns regarding parking on Lafayette <br /> had been taken into consideration. Mr. Oliver said they had. <br /> Council Member Corbett said she thought there would be some financial <br /> figures available for the City Council at tonight's meeting. Mr. <br /> Oliver said financial figures were no different than those presented to <br /> the City Council in an earlier staff report. He said more concise <br /> figures would be developed after approval of the Specific Plan. He <br /> said financing information would be available in 4-6 weeks but funds <br /> have been set aside for this project. He said they are also exploring <br /> alternative financing arrangements via the Redevelopment Agency. <br /> Council Member Corbett said she was concerned about considering this <br /> matter if the City is looking at financial cuts. Mr. Oliver said there <br /> are two parallel tracks on this project: one is what the community <br /> thinks, and the other is how the financing will work out. He said this <br /> information will all come together in January. <br /> Council Member Corbett also asked questions regarding the drop-off spot <br /> on East 14th Street and whether trees would be displaced. <br /> Jeff Abramson, Pacific Union Company, said as part of the Precise <br /> Development Plan a landscape architect will be looking at the existing <br /> trees, their compatibility with the site and the architecture and <br /> providing plans for an overall landscaping scheme. He said they would <br /> also be looking at the need for traffic signals in the area. He said <br /> at this time it is not anticipated that there would be changes in the <br /> traffic patterns, but traffic signal warrants would not be able to be <br /> obtained until the project was completed. <br /> Council Member Corbett said she would like to see a condition <br /> regulating parking from spilling into the neighborhoods. <br />
