Minutes - San Leandro City Council Meeting - December 17, 1991 Page - 7 - <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Santos said there is a strong rumor that AT&T is <br /> interested in reusing their property on Doolittle Drive but is not <br /> getting a lot of help from the City. Mayor Karp said he has been <br /> trying to help but cannot find out who to contact. <br /> B. Council Member Santos noted a letter from United Artists Cable TV <br /> regarding a rate increase. He said in August Tom Lacey, United <br /> Artists, said there would be no rate increases. Council Member Santos <br /> requested that the City Attorney advise the Council on whether or not <br /> the non-exclusive franchise agreement with United Artists would allow <br /> the City to open the franchise to other companies, including telephone <br /> companies. <br /> Mayor Karp spoke regarding the reauthorization of the Cable Act, <br /> including competition. He said he endorses the Cooper Bill which <br /> brings regulation of cable television back to cities and allows phone <br /> companies to enter into the system. He discussed the Burns and the <br /> Gebhardt Bills and said the White House is willing to consider bills <br /> that provide for teleco entry. <br /> C. Council Member Glaze said four members of the City Council attended the <br /> National League of Cities Conference in Las Vegas. He said the <br /> newspapers imply that only a small number of people attended the <br /> Conference, but there were actually over 3,700 local officials in <br /> attendance. <br /> He discussed some of the subjects presented at the conference, such as <br /> pooling resources, the Americans with Disabilities Act, coping with <br /> State and Federal mandates, making the most of cable services, etc. He <br /> said this was a good opportunity to learn what other cities are doing <br /> to balance their budgets. He said the City Council learns a lot and <br /> broadens its scope through talking with others. He said recent <br /> newspaper articles discourage elected officials from learning more, <br /> which results in a community that learns less from its elected <br /> officials. He encouraged the newspapers to send representatives to <br /> these conferences. He recommended that staff look into the following <br /> areas that had been discussed at the conference: <br /> -- Bus stop ads <br /> -- Fire department annual inspection fees <br /> -- Automated attendant/voice mail with advertising, also on forms <br /> -- Paramedic fees charged back to insurance company (Napa' s program) <br /> -- Long-distance fees for pay phones on City property paid to City <br /> -- Monies available from the State to upgrade 911 and dispatch systems <br /> -- Real estate signs - charge a fee to realtors <br /> -- Change-over inspection fees as a requirement of real estate sales <br /> D. Council Member Perry said she attended the session on the Americans <br /> with Disabilities Act. She said the act is quite complex and there are <br /> many mandated items. She said the City will need a plan under way by <br /> January 24, 1992. She asked for a status report and said fines will be <br />
