She said the City Council needs to <br /> adopt an action plan. Mayor Karp noted that Congress acted on this <br /> bill late in their session, without realizing the financial burdens it <br /> would impose throughout the country. <br /> E. Council Member Perry said she had attended a session on <br /> telecommunications. She noted California has been given two grants in <br /> this area. She noted there were several workshops on diversity which <br /> were very informative. <br /> F. Council Member Perry said the City of San Leandro had received an <br /> Honorable Mention Award for Urban Enrichment for the Westgate <br /> development. <br /> • <br /> Council Member Glaze noted this was one of only five awards given in <br /> the United States. <br /> Mayor Karp thanked Al Rosenga for his assistance with the Westgate <br /> process. <br /> G. Council Member Perry discussed the Education America 2000 project, its <br /> six national goals, and said these should be discussed with the School <br /> District. She said we should work with the School District for the <br /> enhancement of the entire community. <br /> H. Council Member Perry said the City Council Finance Committee needed <br /> direction from the City Council on the Financial Plan. She distributed <br /> to the Council a list of possible revenue enhancements and cuts for <br /> discussion. She said they are looking at an overall five-year plan and <br /> trying to develop alternatives. She said they will be meeting with <br /> department heads regarding recommended cuts. She said the public does <br /> not want cuts in Police, Fire, Library, pools or children's services. <br /> I . Council Member Faria said he passed out the 1990 Census Report to the <br /> City Council . He said it contains interesting information related to <br /> median prices of homes, ages of residents, housing and rental units, <br /> etc. He said more information will be available in the Spring. <br /> J. Council Member Faria spoke regarding the Education 2000 strategy and <br /> said the Secretary of Education said cities should get involved and <br /> should adopt the six national goals. He asked that the School Liaison <br /> Committee see why nothing has been done in this area. He said the City <br /> has to get involved in education. <br /> K. Mayor Karp noted he would be going to Dallas, Texas, tomorrow for <br /> President Bush's signing of the $151 billion Surface Transportation <br /> Bill . He said the Bill puts 2 to 4 million people back to work over <br /> the next six years. He said the Bill means that, in addition to monies <br /> received by California in the past, the State will receive 94 cents <br />
