She <br /> said the Planning Commission had recommended that the City Council certify <br /> the final Environmental Impact Report and adopt a statement of overriding <br /> consideration for the unavoidable significant impacts which are cumulative <br /> traffic, earthquake, and loss of the ball field. She went on to give a <br /> description of the general layout as proposed in the General Development <br /> Plan, lot sizes, emergency vehicle access, pedestrian access. <br /> The City Council asked questions related to traffic-signal location, grading, <br /> soils report, open space, the location of the fence and of units adjacent <br /> to Mission Bay Mobile Home Park. <br /> John Wagstaff, Wagstaff and Associates, the environmental consultant on the <br /> project, noted that efforts had been made to find a facility in the City to <br /> duplicate the existing ball field at the site which would be lost when the <br /> property was developed. He said an additional site was not found but other <br /> mitigation measures are being contemplated, including expanding other <br /> existing ball facilities. <br /> The City Council asked questions related to the possibility for a more <br /> circular street design and single-story homes adjacent to the mobile home <br /> park. They also commented on the need for additional open space within the <br /> development. There was considerable discussion regarding possible cumulative <br /> traffic impact on exit left turns out of Mission Bay onto Lewelling Boulevard <br /> and impact on the intersection of Lewelling and Wicks. <br /> Dick Randall , City Manager, said that traffic is a broader issue that should <br /> be considered in the Precise Development Plan in conjunction with impact from <br /> other potential developments in the area. <br /> In summary, Gaye Quinn noted that the City Council was being asked to certify <br /> the final Environmental Impact Report as complete, adopt the Statement of <br /> Overriding Consideration, and approve PD-88-11 subject to the Conditions of <br /> Approval . <br /> The Hearing was then opened to the public. <br /> Jim Milliken, Homestead Development Land Company, said his company was <br /> anxious to move ahead and to respond to community concerns. <br /> Council Member Glaze asked Mr. Milliken if Homestead would be willing to pay <br /> into a fund to build a ball field somewhere elsewhere, and provide open space <br /> adjacent to the community center. <br /> Jim Kelso, 16051 Via Pamaro, San Lorenzo, spoke on behalf of the Washington <br /> Manor Junior League Baseball . He said there are a number of baseball teams <br /> in San Leandro serving 800 children and there are only two ball parks. He <br /> said many young children must practice at a ball field in an industrial area <br /> after dark. He said consideration has been given to the possibility of <br /> expanding the facility at John Muir for baseball and the league is asking <br /> for help so they can continue to provide these services to children. <br />
