Minutes - San Leandro City Council Meeting - April 2, 1990 Page - 8 -
PUBLIC HEARINGS (continued)
Bob Leigh, President of Washington Homeowners Association, said the
Association has met with staff and with Homestead and that Homestead has
really tried to meet their concerns and make this project work. He said
areas of concern to the Association were traffic on Manor and through the
residential area, the wall proposed to be adjacent to Mission Bay, the
entrance to Mission Bay and the ingress and egress, and concern regarding
the loss of the baseball field. He noted discussions that had been held
regarding alternative sites for a baseball field and said consideration
should be given to a multi-use field to include soccer.
Carolyn Green, 47 Santa Monica, a resident of Mission Bay, said everyone
has been very cooperative in this project and thanked the City Council for
understanding the problems the Mission Bay residents are anticipating. She
suggested the units adjacent to Mission Bay should be one story because that
area is at a higher elevation than Mission Bay already.
Teresa Glaze, 15211 Harden Street, said she feels traffic from this project
will have a major impact on the Washington Manor area, and many school
children will be crossing Wicks Boulevard. She said she was concerned and
felt the school district would be forced to do something in the area because
of the increase in school children resulting from the project.
Kathleen Renkerts, 15560 Calgary, said she is also concerned about the need
for traffic control for children crossing busy streets.
There being no further comments from the public, on motion of Council Member
Suchman, seconded by Council Member Santos and carried unanimously, the
Public Hearing was closed.
Council Member Glaze asked Mr. Milliken if Homestead Land Development Company
would be willing to add the following to the Conditions of Approval :
(1) Contribution of $35,000 in cash or services for an off-site ball field.
(2) The donation of open space at the courtyard outside of the proposed
community center.
(3) Paying a percentage of the costs for a traffic signal for traffic impact
at Lewelling/Wicks or at Mission Bay.
(4) Either lower-height homes or no windows on the homes adjacent to Mission
Bay.
(5) Whether Homestead Land Development Company would be willing let alumni
of Marina High School go through the high school properties for a final
reunion prior to demolition.
In general , Mr. Milliken said that Homestead would be willing to study some
of these matters and respond after additional consideration.
•
