Minutes - San Leandro City Council Meeting - April 16, 1990 Page - 13 - <br /> ORDINANCES PASSED TO PRINT (continued): <br /> ORDINANCE NO. 90-010 (1170) <br /> AN ORDINANCE AMENDING TITLE II , CHAPTER 3 OF THE <br /> SAN LEANDRO MUNICIPAL CODE RELATING TO REAL <br /> PROPERTY TRANSFER TAX <br /> Introduced by Council Member Suchman who moved that it be passed to print, <br /> seconded by Council Member Faria, and carried by the following called vote: <br /> AYES: Council Members Faria, Glaze, Jardin, Perry, Santos, Suchman; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> MISCELLANEOUS: <br /> a. Matter of Approval of City Investment Policy. On motion of Council Member <br /> Glaze, seconded by Council Member Perry and carried unanimously, the City <br /> Investment Policy was approved. <br /> b. Matter of Supplementary Conditions for PD-88-11, Marina High School . On <br /> motion of Council Member Glaze, seconded by Council Member Suchman and <br /> carried unanimously, the Supplementary Conditions were approved, with the <br /> following modifications: <br /> (1) Item II .A.25 -- Modified to read: "Prior to approval of the Precise <br /> Development Plan, staff and the developer shall work together to <br /> determine the appropriateness and feasibility of a walkway along Wicks <br /> Boulevard opposite Marina High School from Manor Boulevard to the <br /> Alameda County Flood Control Channel ." <br /> (2) Item II.A.27 -- Added the following sentence: "In the Precise <br /> Development Plan, the applicant may propose any other design feature <br /> which accomplishes this purpose. " <br /> c. Matter of Civic Center (Peterson Building) Lease Negotiations and North Block <br /> City-Owned Buildings Improvements. On motion of Council Member Jardin, <br /> seconded by Council Member Faria and carried unanimously, the City Council <br /> approved the City Council Civic Center Master Plan Committee's recommendation <br /> that City staff negotiate a lease of office space with Banner Development <br /> Company, as outlined in its April 10, 1990, memorandum to the City Council . <br /> d. Matter of Unreinforced Masonry Building Compliance Assistance Program and <br /> Appointment of Citizens Committee. On motion of Council Member Perry, <br /> seconded by Council Member Suchman and carried unanimously, the City Council <br /> directed staff to review the Compliance Assistance Program and Compliance <br /> Process with a broad-based citizens advisory committee appointed by the City <br /> Council . The committee should: <br /> (1) refine the concept; <br /> (2) recommend the final program for City Council approval ; <br /> (3) monitor implementation of the program; and <br /> (4) recommend modifications to the program as experience dictates. <br />
