Minutes - San Leandro City Council Meeting - April 16, 1990 Page - 14 - <br /> MISCELLANEOUS (continued): <br /> e. Matter of North Block City-Owned Building Improvements. Mike Oliver, <br /> Assistant City Manager, noted the various improvements that have been made <br /> by property owners in the North Area. He said the City is the largest <br /> property owner in the North Area and should improve its property, also. <br /> John Klein, Housing Coordinator, described the City-owned property on the <br /> North Block and the criteria that had been used to modify the existing <br /> building. He described its attributes and said the building could be <br /> improved upon on a short-term basis but in a way which would make an impact <br /> and that the North Area Guidelines had been followed. He introduced Jim <br /> Burns from Collaborative Design Architects who described the landscaping and <br /> exterior treatment proposed for the buildings. John Klein said that if the <br /> City Council concurred in this approach, Plans and Specifications would be <br /> prepared and brought back to the City Council for approval . The City Council <br /> concurred. <br /> f. Council Member Santos noted that Earth Day is April 21 . He gave the history <br /> of Earth Day starting in 1970 and described the many programs and activities <br /> which will be conducted in San Leandro. He also recommended that everyone <br /> boycott tuna companies that continue to use drift nets, which are dangerous <br /> for dolphins. <br /> g. Council Member Santos said goodbye to Council Members Jardin and Suchman. <br /> He noted Council Member Suchman's significant contributions to baseball and <br /> said the many leagues will miss him. He described Council Member Jardin's <br /> involvement in all areas of Recreation and Parks and said that both will be <br /> missed for their stands taken on protecting the environment. <br /> h. Council Member Glaze asked for a report on a program for Saturday building <br /> inspections. <br /> i . Council Member Glaze also praised Council Members Jardin and Suchman. He <br /> described Council Member Jardin as someone with a lot of credibility who <br /> stood by his convictions. He said that Council Member Suchman has a gentle <br /> heart and has always been there for the kids in the community and for <br /> baseball . <br /> j. Council Member Perry expressed concern regarding the two-hour parking <br /> restrictions on Chumalia. She said the residents in the area had proposed <br /> a preferential parking sticker permit program. Mayor Karp suggested a <br /> meeting be set up with property owners in the area to discuss the matter. <br /> k. Council Member Perry also discussed Earth Day and described many of the <br /> activities to be conducted throughout San Leandro. <br /> 1 . Council Member Perry also said goodbye to Council Members Suchman and Jardin. <br /> m. Council Member Faria said he had heard the Heals' Health Program was going <br /> through Chapter 11 Bankruptcy and asked for a report. <br />
