Minutes - San Leandro City Council Meeting - May 7, 1990 Page - 6 - <br /> PUBLIC HEARINGS (continued) : <br /> Mayor Karp indicated that Mr. Soares had constructed an addition to his home <br /> without a Building Permit, had installed a satellite dish which did not <br /> comply with regulations, and had constructed the fence in question without <br /> a permit. <br /> Mayor Karp asked Mr. Faria if the gates in front of the driveway could be <br /> replaced with sliding gates. Mr. Soares indicated that the driveway will <br /> no longer be used for parking and the gates will be used as a fence. <br /> Council Member Glaze indicated that the driveway area cannot be enclosed <br /> because the Appellant needs to provide two parking spaces on the property <br /> as part of his room addition conditions. Mr. Faria indicated that the <br /> Applicant had been advised by City staff that he could provide these parking <br /> spaces in the sideyard where the recreation vehicle was parked. <br /> In answer to Mayor Karp's question regarding removal of the gates in front <br /> of the driveway, Mr. Soares indicated his willingness to remove them. <br /> Council Member Santos asked if the Applicant would agree to remove the spikes <br /> on the fence and the fence across the driveway. Mr. Faria explained that <br /> the spikes on the fence are not hazardous and passed around a sample. <br /> Mr. Soares then indicated his willingness to comply with the Board of Zoning <br /> Adjustments' Conditions of Approval . <br /> Council Member Faria asked how high the fence is. Mr. Soares indicated that <br /> the fence is 3'6" and the gates are 4' . Gaye Quinn indicated that staff's <br /> measurements were 4'9" for the gates and 4' for the fence. <br /> Discussion was held as to how the overall height of the fence could be <br /> reduced. Gaye Quinn suggested removal of the cinder block at the bottom of <br /> the wrought-iron spheres and lowering the spheres to a height even with the <br /> pilasters. <br /> There being no further comments from the public, on motion of Council Member <br /> Santos, seconded by Council Member Polvorosa and carried unanimously, the <br /> Public Hearing was closed. <br /> On motion of Council Member Santos, seconded by Council Member Polvorosa and <br /> carried unanimously, the Appeal was denied and the Appellant required to <br /> comply with the Board of Zoning Adjustments' Conditions of Approval , with <br /> the following modifications: <br /> C. The existing driveway gates be removed. <br /> F. The small gate on the easterly property line be reduced to a height not <br /> to exceed 4 feet. <br /> G. Eliminate this item. <br />
